Position Title: Labour Relations Manager
Who We Are
Metrolinx’s GO Expansion program is delivering more GO service across the network, including the capacity to deliver two-way service every 15 minutes or better on core routes. Work is already underway on new track, station renovations and infrastructure upgrades on parts of the Lakeshore, Stouffville, Kitchener and Barrie lines. The investment will generate thousands of new jobs and economic opportunities across the region. The ONxpress Civil Joint Venture is comprised of Aecon Infrastructure Management Inc. and FCC Canada Ltd. This multidisciplinary team leads the delivery of civil and track works, leveraging global expertise to introduce innovative solutions across the GO Transit network.
What You’ll Do:
- Manage daily Labour Relations activities and provide guidance to management and project teams Keep up to date register of all active Collective Agreements (CA’s) in use across all ONxpress operations.
- Monitor end dates to the CA’s and collect feedback from operations to be used in collective bargaining.
- Read, understand and provide counsel regarding interpretation and application of CA’s with regard to various labour matters (e.g. discipline procedures, performance, attendance management, etc.)
- Build and maintain contacts at various contractor associations across Canada. (E.g. MCAO, ECAO, etc.)
- Actively build and maintain harmonious Union / Management relations. (e.g. Union contact lists, etc.)
- Design and implement training for management and operations staff. (e.g. Collective Agreement training, progressive discipline, strategic grievance handling, arbitration handling, employment standards, human rights, etc.)
- Work with operations and union management to resolve Labour Relations issues / conflict. (e.g. Grievances, Arbitrations, Sector / Jurisdictional disputes, workforce shortages, referrals, etc.)
- Assist operations in developing Project Labour Agreements (PLA’s) and other site-specific LR planning.
- Work with various Proposals and Estimating groups across ONxpress to provide support during pursuits (e.g. application of Collective Agreements, Union enabling efforts, PLA’s, Rate tables etc.)
- Assist operations in other Labour Relations environments (e.g. Non-Union, CLAC, etc.)
- Monitor legislation and regulations affecting Labour and Employment and advise management on new developments.
What You Bring:
- Post-secondary school education in Human Resources/Law/ and/or Labour Relations; or acceptable combination of education and previous experience
- Ability to manage complex Labour Relations issues.
- Extensive experience with interpretation of collective agreements
- Extensive experience negotiating collective agreements
- Knowledge of employment legislation: Employment Standards Act, Occupational Health and Safety Act, Workplace Safety Insurance Act, Labour Relations Act, Human Rights Code etc.
- Minimum 7+ years working experience in construction environment.
- Good understanding and working knowledge of Building Trades, CLAC and Non-Union labour within the construction industry.
- Excellent Computer skills including proficiency in MS Office (Outlook, Excel, Word, PowerPoint, etc.)
- Ability to manage complex Labour Relations issues.
Expected compensation for this role is between $100,000.00-$125,000.00 annually. Base salaries are determined according to multiple factors including skills, experience and potential impact on the role. Internal and external competitiveness are also taken into consideration. In addition to base salary ONxpress also offers a comprehensive medical and dental program, RRSP with company matching and the potential to participate in our discretionary, performance-based bonus program.
