Position Title:  Quality Manager

Who We Are?

ONxpress Transportation Partners (ONxpress) were chosen by Metrolinx and Infrastructure Ontario (IO) to enter the Development Phase of the On-Corridor Works project – the largest project in Metrolinx’s GO Rail Expansion program. Unprecedented in its scale and complexity, this multi-billion-dollar capital program will transform the GO regional rail network with electrification, more frequent service, shorter journey times and a more modernized system for the Greater Toronto and Hamilton Region. 


What’s the Opportunity?  


ONxpress Civil Contractors is looking for a Quality Manager (QM) that will provide documented information to the ONxpress QD on QMS (ISO 9001:2015) implementation and function, and is responsible for the development, implementation, maintenance, and effective operation QMS during the separate phases of the Project. 


The QM will coordinate the Project’s quality control and assurance activities with the different discipline and stakeholders. The QMs and the personnel assigned to or delegated by them to perform quality assurance or control of the Work have direct access to ONxpress QD at a level where appropriate action can be quickly taken to resolve quality issues. 


What You’ll Do Here 


  • Oversee quality requirements as set out in Quality Plans and procedures 

  • Develop, review, and update Quality Plans and procedures 

  • Take all necessary actions to ensure the effective operation and continual improvement. 

  • Prepare quality audit programs and schedule 

  • Coordinate and perform internal quality audits of key processes (QMS processes) identified in the Quality Manual 

  • Schedule and coordinate external quality audits of key processes identified in the Quality Manual 

  • Ensure that all quality audits required under the Quality Documentation are conducted and report the findings to the Quality Director 

  • Act as the representative of the ONxpress QD on all matters relating to Quality in their respective disciplines. 

  • Coordinate all matters and issues relating to compliance with the ISO 9001:2015 Standard 

  • Ensure that relevant records are maintained and retained  

  • Ensure that all material certifications and/or material test results are obtained, where applicable, and are acceptable prior to incorporation of the material into the Project Work 

  • Develop and implement a program for Non-conformance corrective action when applicable,  

  • Carry out all other responsibilities in accordance with the PA and/or Good Industry Practice 

  • Accountable for quality personnel training and onboarding 

  • And other duties assigned by the Quality Director.  


What You’ll Bring to the Team:   


  • A degree in Civil Engineer, Construction Management, or related industry. 

  • Minimum of 10 years of experience in the construction industry, with at least 7 years in a Lead or manager role.  

  • Preferably experience or understanding of transit or construction systems in Ontario  

  • Strong organizational, leadership, and communication skills. 

  • Proficiency with MS tools, document control, etc. 

  • Experience leading standards audits and techniques.
