Position Title:  Soil and Groundwater Contamination and Management Specialist

ONxpress Transportation Partners has been selected by Infrastructure Ontario and Metrolinx to lead the charge in modernizing rail service across the Greater Toronto and Hamilton Areas with the On-Corridor Works project. You are someone who:

  • Reviews Phase 1 and 2 Environmental Site Assessment Reports;
  • Preparation of soil and groundwater characterization programs;
  • Reviews vapour intrusion assessments;
  • Is involved in the development of project wide a solution system to effectively determine the soil movement and final deposition.
  • Prepares soil management plans;
  • Prepares remedial action plans and risk assessments for soil and/or groundwater and/or surface water;
  • Directs the team of inspectors in completing site inspection and monitoring programs for construction activities;
  • Develops, revises and updates excess soil beneficial reuse strategies
  • Liaise with construction teams, receiving sites and source sites and review documentation, ECAs,
  • Maintains records and reporting soil and excavated movement in and out of the project sites.
  • Directs investigations and clear up for spills
  • Prepares and signs soil and excavated material implementation reports and groundwater management and dewatering implementation reports
  • Oversees well decommissioning activities and collection of records

You bring:

•     A minimum of 15 years of work-related experience;

•     Designation as a “Qualified Person” as per Ontario Regulation 153/04, made under the Environmental Protection Act (Ontario);

•     Experience with and understanding of the application and interpretation of Canadian Standards Association (CAN/CSA Z768 and CAN/CSA Z769) investigation criteria and criteria relating to the assessment of contaminated lands;

•     Experience with and understanding of the application and interpretation of Ontario Regulations (O. Reg.) 153/04-Record of Site Condition;  213/91-Construction Projects; 347-General – Waste Management; 351/12-Registrations Under Part II.2 of the Act – Waste Management Systems;  362-Waste Management – PCBs;  406/19-On-Site and Excess Soil Management;  903-Wells

•     Experience with and understanding of:

•     Transportation of Dangerous Goods Act

•     Rules for Soil Management and Excess Soil Quality Standards

•     Soil, Ground Water and Sediment Standards for Use Under Part XV.1 of the Environmental

•     Protection Act, as amended

•     Excess Soil Reuse Guidance DRAFT, NOVEMBER 2022, Canadian Council of Ministers of the Environment (CCME).

•     Canadian Environmental Quality Guidelines (CEQGs)

•     Federal Environmental Quality Guidelines (FEQGs)

•     Knowledge of relevant federal and Ontario policies, procedures and legislation, including the MTO contaminated property process;

•     Experience in designing, implementing and overseeing:  soil management plans; Phase 1 and 2 Environmental Site Assessment Reports; soil and groundwater characterization programs;  vapour intrusion assessments; remedial action plans and risk assessments for soil and/or groundwater and/or surface water;  site inspection and monitoring programs for construction activities;  excess soil beneficial reuse strategies; and dewatering effluent treatment and Discharge strategies;

•     Ability to liaise with other specialty consultants, contractors and Governmental Authorities

•     Knowledge of relevant Municipal By-Laws and Third-Party receiving site acceptance requirements

•     Experience with similar projects in North America
