Position Overview

Aecon has supported Ontario nuclear since 1967. Bruce Power’s Life Extension Program will allow Bruce Power’s CANDU units to continue to operate safely through to 2064 and is a part of the Major Component Replacement (MCR) program. Aecon is actively working on part of the MCR Projects and we are looking to win more work as we grow our team.

Under the general supervision of the Manager of Proposals & Estimating, the Bid Manager is responsible for the preparation of comprehensive Proposal submissions and documentation related to cost estimates and execution plans for various types of major construction projects.  Oversees, and contributes to, the development of construction cost estimates, execution plans, risk registers and preliminary project schedules required during the bid preparation process.


Key Responsbilities 
⦁    Proven Project Management capabilities
⦁    Overall responsibility and management of bid submissions, proposals and cost estimates
⦁    Compile inputs and produce properly organized proposals, detailed estimates and P6 schedules
⦁    Collaborate with a team of estimators and support personnel to produce the required proposal deliverables
⦁    Review and comment and customer RFP documents, drawings, specifications and contracts
⦁    Develop a strategic and competitive construction approach / execution plan for each proposal
⦁    Identify risks and ensure necessary precautions are implemented to manage exposure
⦁    Work together with Operations personnel, Business Development Managers and Senior Management
⦁    Utilize estimating software to organize estimates per internal guidelines and customer requirements
⦁    Review and approve estimates and resource requirements developed by discipline estimators
⦁    Preparation of project schedules, resource loading, productivity assessments and cash flows
⦁    Creation of technical, commercial, marketing and promotional documents
⦁    Chair the required proposal initiation, status and approval meetings with Senior Management
⦁    Present proposal and estimate details to senior management to obtain required approvals
⦁    Present or ‘Turnover’ awarded proposals to the Project Team
⦁    Develop and maintain positive relationships with clients, consultants and subcontractors
⦁    Serve as the Aecon contact for various consultants, engineering firms and subcontractors
⦁    Review of engineering drawings, specifications, contracts and other technical documentation to fully understand project scope requirements and associated construction risk elements.
⦁    Responsible for the preparation and documentation of cost estimates following the Company’s estimating policies and procedures.
⦁    Obtains and analyzes sub-trade quotations, liaison with subcontractors
⦁    Review of estimates, including labor hours, material costs, tools & equipment, rentals, materials and subcontractors.
⦁    Such other duties and responsibilities as assigned by his/her manager
⦁    Site visits / travel may be required 


Required Knowledge and Experience

⦁    Minimum 5 years’ experience within the nuclear and/or industrial construction industry
⦁    Strong estimating background on large capital or industrial construction projects 
⦁    Project Management experience managing large construction projects 
⦁    Understanding of both design/build and build to spec contracts and terms
⦁    Exceptional leadership and organizational skills
⦁    Strong communication skills – oral and written
⦁    Common sense, concentration, imagination, ability to read and understand drawings, self-assurance, responsible attitude and leadership qualities.
⦁    Knowledge of unionized trade agreements
⦁    P. Eng. / CET, or equivalent industry experience
⦁    Proficiency with Microsoft applications, Primavera P6 and/or Ineight Estimate (HardDollar) estimating software
⦁    Ability to work in a multi-discipline team environment including other Aecon personnel, vendors, consultants and clients
