What is the Opportunity?

The Chief Security Officer (CSO) will lead the development and implementation of comprehensive security strategies for transportation related projects. This role is responsible for ensuring the safety and security of passengers, personnel, infrastructure, and assets throughout the planning, construction, and operational phases of the transit system solution. The CSO will work closely with government agencies, law enforcement, contractors, and internal stakeholders to mitigate risks and ensure compliance with national and international security standards.

 

What You Will Do Here:

  • Strategic Security Leadership and Integration
    • Develop and implement a comprehensive security strategy that aligns with project objectives, regulatory standards, and industry best practices.
    • Manage security throughout the project lifecycle, ensuring proactive planning, continuous improvement, and alignment with evolving risks and requirements.
    • Translate complex security requirements into accessible language to foster understanding, collaboration, and effective implementation across multidisciplinary teams.
  • Security Systems Design and Implementation
    • Guide the design and deployment of integrated physical, cyber, and operational security systems, ensuring seamless protection across all domains.
    • Ensure the effective integration of advanced security technologies, including CCTV, intrusion detection, access control, and secure communication systems.
    • Collaborate with IT and engineering teams to safeguard digital infrastructure, SCADA systems, and passenger information platforms.
  • Risk Management and Resilience Planning
    • Develop and maintain robust risk mitigation strategies, emergency response protocols, and crisis management procedures tailored to project needs.
    • Conduct regular security audits and risk assessments across all active construction and operational sites to identify vulnerabilities and implement corrective actions.
    • Apply CPTED (Crime Prevention Through Environmental Design) principles to enhance safety and reduce crime through thoughtful environmental design.
  • Stakeholder Engagement and Representation
    • Build and lead a high-performing, multidisciplinary security team, fostering a culture of inclusion, equity, and professional growth.
    • Establish and maintain strong relationships with key stakeholders, including law enforcement, transportation authorities, emergency services, and regulatory bodies.
    • Represent the project in security-related forums, inspections, and regulatory engagements, ensuring transparency and compliance.
  • Organizational Integration and Culture
    • Embed security into all project programs, processes, and procedures, ensuring it is a foundational element of project delivery.
    • Promote an inclusive and collaborative culture, welcoming diverse perspectives and enabling career progression through a strong sense of belonging.
    • Analyze complex security challenges and develop tailored solutions that align with broader project goals and stakeholder expectations.

 

What You Will Bring to The Team: 

  • Holds a degree in Engineering or a related discipline from an accredited university.
  • 15 years of specialized experience in system safety within the passenger rail sector—particularly in metro and subway environments—with at least 10 years in a senior security leadership role on rapid transit and transportation infrastructure projects.
  • Licensed Professional Engineer (P.Eng.) with comprehensive knowledge of Canadian railway legislation, including the Railway Safety Act and Transport Canada regulations.
  • Certified Protection Professional (CPP) or equivalent designation, demonstrating advanced expertise in security management.
  • Proven hands-on experience applying Crime Prevention Through Environmental Design (CPTED) principles, including authoring CPTED reports and validating design compliance with CPTED standards.
  • Skilled in the application of EN (CENELEC) standards, with a strong focus on hazard identification and risk mitigation.
  • Demonstrated ability to develop and execute strategic, operational, and business plans that align with organizational goals and regulatory frameworks.
  • Deep understanding of security risk management principles, with the ability to lead organizational change and implement robust risk analysis, reporting, and issue resolution processes.
  • Practical knowledge of relevant employment legislation, including Ontario’s Employment Standards Act and Occupational Health and Safety Act (OHSA), along with experience interpreting and applying collective agreements.
  • Strong project management capabilities, including budget oversight, schedule control, and consultant coordination. Experienced in leading high-profile, politically sensitive projects requiring strategic responsiveness and expert stakeholder engagement.
