What Is The Opportunity?

The successful candidate will work on the OM (Operations/Maintenance) related aspects of Aecon’s infrastructure projects.

 

The candidate will have responsibilities throughout all project phases commencing with the RFQ phase. The position’s duties continue during the RFP phase with the development of operational budgets, benchmarking, contract management, and design reviews related to the operations and maintenance. During the realization phase they will be part of the operational implementation team responsible for the timely start of operations.

 

The position requires the candidate to work in a team environment with the internal construction, finance, legal and business development teams and commands a high degree of agility, flexibility, and collaboration.  Managing complexity within a fast-paced environment is critical.

 

Aecon works on transit and transportation infrastructure projects across Canada, and it is expected that some (limited) amount of travelling is attached to the position. The candidate shall have an Operations and Maintenance background in transportation and/or transit infrastructure projects.

 

What You'll Do Here:

  • Lead the operations and maintenance phase of rail & transit infrastructure projects in Canada and internationally through all the different phases of the project.
  • Assist with formulation and ongoing development of project bid strategy with specific regard to operations and maintenance.
  • Active member of/lead the operations and maintenance working group, including RFP review and proposal development, preparation of detailed operational budgets; feasibility assessments; preparation of operational risk assessments and due diligence of working group’s output.
  • Define within Consortium working groups the agreed timeline and deliverables for various activities including:
    • Defining the Project baseline requirements and associated interdependencies to sufficient level of detail for all fixed and moveable assets and systems;
    • Proposing and implementing strategies to ensure optimization of evaluation criteria based on Sponsors’ evaluation matrix;
    • Participation in design review procedures;
    • Developing work plan outline and the framework for safety case and accreditation, global systems engineering (if applicable), and systems assurance (if applicable);
    • Establishing the framework for requirements (Sponsors + O&M + Constructor) allocate responsibilities within the Consortium, for system configuration, as well as Reliability, Availability, and Maintainability (RAM) management;
    • Managing/supporting (as appropriate) the interface with the other Consortium Advisors, primarily Lenders’ Technical Advisor, and other advisors as required. 
  • Engage, direct and manage external consultants.
  • Prepare technical bid documents.
  • Review and provide input into Project Agreements and project specific documents as they relate to operations and maintenance.
  • Liaise and collaborate with counterparts in the design, construction, O&M and equity groups during bid and following Project award.
  • Participate in design review process pre and post bid to ensure operational and maintenance requirements are met and the required quality of assets is achieved and maintained.
  • Be an active participant in the development of drop-down agreements with operational and maintenance sub-contractors (in case of sub-contracting).
  • Participate in Aecon’s internal approval process as it relates to operations and maintenance.
  • Lead the strategic planning for the Operations and Maintenance group.
  • Operations and Maintenance progress report preparation.
  • Prepare and communicate lessons-learned during the realization phase into future bid pursuits.
  • Represent Aecon in Executive Committees and Board meetings.
  • Develop and maintain relationships with clients and stakeholders.

 

What You'll Bring To The Team:

  • Minimum of fifteen years of progressive experience in operations and maintenance of railway infrastructure, rolling stock and systems. 
  • Engineering (or related) post-secondary Degree.
  • Professional Engineering designation or related designation is an asset.
  • Experience managing a profit/loss center and managing top and bottom-line financial performance.
  • Experience in large, complex, and diverse operating environments. 
  • Experience in negotiation and demonstrated strong dispute resolution skills.
  • Understanding of applicable legislative and licensing requirements.
  • Experience effectively leading complex, multi-disciplinary teams.
  • Experience developing new business with demonstrated growth in new or existing markets.
  • Demonstrated knowledge of current and emerging industry and market trends.
  • Experience with engaging/obtaining buy-in from various stakeholders.
  • Experience with complex legal concepts related to construction contract law.
  • Experience in railway industry, with relevant experience in delivering transportation systems, system integration and O&M, having interacted with civil scope of work.
  • Held roles with significant responsibility in the bidding process of transit projects of significant complexity.
  • Experienced in the maintenance industry.
