Position Title: Commercial Specialist
Who We Are:
Scarborough Transit Connect (STC) is a joint venture between Aecon and FCC Canada Ltd. that was selected by Metrolinx to deliver the Scarborough Subway Extension – Stations, Rail and Systems (SSE-SRS) package. The Scarborough Subway Extension will bring the TTC’s Line 2 subway service nearly eight kilometers farther into Scarborough. It will extend from Kennedy Station to Sheppard Avenue and McCowan Road, providing quick and seamless transit for those heading into and out of the downtown core and those travelling within Scarborough. The extension will replace Line 3 (the Scarborough RT), helping to reduce travel times and improve access to jobs, schools, and other key destinations throughout the city.
As part of this project, we are currently looking for a commerical specialist to join our team.
What You Will Do:
- Support the identification, evaluation, preparation, and resolution of contractual claims, change events, and commercial disputes on a major subway construction project.
- Review contract documents, project correspondence, schedules, daily reports, change records, and cost data to assess entitlement and support claims development.
- Prepare and maintain detailed claim files, including narratives, supporting documentation, cost analyses, and schedule impact assessments.
- Assist in the preparation and submission of notices, requests for equitable adjustment, extension of time requests, delay claims, disruption claims, and compensation event submissions.
- Monitor project activities to identify potential risks, delays, productivity impacts, scope changes, differing site conditions, and other events that may result in contractual entitlement.
- Work closely with project managers, project controls, schedulers, construction managers, contract administrators, and legal counsel to develop claim strategies and support dispute resolution efforts.
- Coordinate with project controls and scheduling teams to analyze schedule impacts and support forensic delay analyses.
- Ensure contractual notice requirements, documentation standards, and submission deadlines are met.
- Evaluate subcontractor claims and assist with commercial negotiations and settlement discussions.
- Participate in meetings with owners, consultants, subcontractors, and project stakeholders regarding commercial, contractual, and claims-related matters.
- Support risk management initiatives by identifying opportunities to mitigate commercial exposure and maximize recovery.
- Contribute to the development and implementation of best practices in claims management, contract administration, and project documentation.
Experience You Will Bring:
- 5+ years of experience in claims management, contract administration, commercial management, project controls, or dispute resolution within the construction industry.
- Post secondary education in Engineering, Construction Management, Quantity Surveying, Law, Business, or a related discipline is preferred.
- Experience supporting major infrastructure, heavy civil, transit, transportation, rail, tunneling, or large-scale construction projects is an asset.
- Strong understanding of construction contracts, change management processes, claims development, and dispute resolution principles.
- Demonstrated experience preparing and managing delay, disruption, extension of time, and cost recovery claims.
- Knowledge of scheduling principles and delay analysis methodologies, with the ability to interpret project schedules and assess schedule impacts.
- Experience reviewing and analyzing project records to support entitlement and quantum assessments.
- Strong understanding of project delivery models, including Progressive Design-Build.
- Familiarity with CCDC contracts, Infrastructure Ontario contracts, and major public infrastructure projects is considered an asset.
- Experience with project controls and scheduling software such as Primavera P6, Microsoft Project, SAP, or similar platforms is preferred.
- Exceptional analytical, organizational, and documentation skills, with strong attention to detail.
- Strong written and verbal communication skills, including the ability to prepare concise, well-supported claim submissions and reports.
- Ability to build collaborative relationships with internal and external stakeholders while effectively managing competing priorities in a fast-paced project environment.

Compensation: $95,000 - $110,000 annually. The listed salary range reflects potential base pay and considers factors such as experience, education, and training. Each candidate is evaluated individually and offers toward the higher end may be extended to those with exceptional qualifications.
