Position Title:  PLAA Coordinator

 

Who We Are:

STC is a joint venture between Aecon and FCC Canada Ltd. that was selected by Metrolinx to deliver the Scarborough Subway Extension – Stations, Rails and Systems (SSE-SRS) package. The Scarborough Subway Extension will bring the TTC’s Line 2 subway service nearly eight kilometers farther into Scarborough. It will extend from Kennedy Station to Sheppard Avenue and McCowan Road, providing quick and seamless transit for those heading into and out of the downtown core and those travelling within Scarborough. The extension will replace Line 3 (the Scarborough RT), helping to reduce travel times and improve access to jobs, schools, and other key destinations throughout the city.

 

As part of this project, we are currently looking for a PLAA Coordinator  to join our team.

 

What You Will Do:

  • Apply for various permits to City, MTO, TPUCC as needed for construction and follow up in a timely manner with the reviewer to ensure permit app is under review and immediately advise of any comments.
  • Coordinate the use of the tracking system – Intelex, Smartsheet that tracks the progress of PLAAs throughout the project.
  • Managing and maintaining a permit register to give the project team an oversight on upcoming and expected permits.
  • Create and maintain permitting tracker to track comments, responses, submissions, resubmissions of all permit applications.
  • Join the PLAA Manager in liaising with Metrolinx, City of Toronto, and other key internal and external stakeholder.
  • Update PLAA manager every week on progress of each permit application. Also, to advise of critical issues that can hold up permit approvals.
  • Coordinate the internal PLAA working group meetings, including minute taking and issuance of invitations.
  • Writing monthly reports and spreadsheets pertaining to PLAAs processes, progress, and updates.
  • Prepare various senior management permitting updates as and when required with assistance of PLAA Manager.
  • Work with document control to keep track of project report and plan submittals.
  • Coordinate with team members from different design and construction disciplines to incorporate necessary input for each permit in a timely manner. This shall include but not limited to meetings with the Designers and the Designer Builder’s Technical Department Discipline Managers. 
  • Track document submittals, alerting team members of risks related to reports and plans due dates required by Contracting Authority and coordinating a Non- Conformance Report with team members on extensions needed on plans and reports.
  • Document and report progress on PLAAs and document submissions and updating project leads with updates.
  • Coordinate with the design team on design review packages for PLAAs and document submissions to different stakeholders. 

Experience You Will Bring:

  • 1 to 3 years of experience with permitting, licensing and approvals.
  • Knowledge of PLAA processes of the construction of major infrastructure projects.
  • Bachelor of Engineering (Civil) preferred, or equivalent.
  • Project Management Certificate preferred.
  • Acquainted with project management processes and techniques.
  • Well versed in civil engineering principles, theories, applications.
  • Excellent inter-personal and communication skills.
  • Leadership and teamwork.
  • Excellent working knowledge on computer programs such as Microsoft Office, Smartsheet, Primavera P6 and Bluebeam.
  • Working knowledge of permit application and approval procedures associated with major transportation municipal infrastructure design and construction, located primarily on a public right-of-way.
  • Working knowledge of plan review and approval procedures associated with major transportation infrastructure design and construction, located primarily on a public right-of-way.
  • Ability to understand and interpret requirements and responsibilities articulated within project-related agreements related to PLAA.
  • Capacity to identify and manage all the essential components of a PLAA tracking system.
  • Efficiently and effectively use standard computer software.

Compensation: $70,000 - $85,000 annually. The listed salary range reflects potential base pay and considers factors such as experience, education, and training. Each candidate is evaluated individually and offers toward the higher end may be extended to those with exceptional qualifications.
