Position Title:  Systems Quality Manager

Who We Are:

Scarborough Transit Connect (STC) is a joint venture between Aecon and FCC Canada Ltd. that was selected by Metrolinx to deliver the Scarborough Subway Extension – Stations, Rail and Systems (SSE-SRS) package. The Scarborough Subway Extension will bring the TTC’s Line 2 subway service nearly eight kilometers farther into Scarborough. It will extend from Kennedy Station to Sheppard Avenue and McCowan Road, providing quick and seamless transit for those heading into and out of the downtown core and those travelling within Scarborough. The extension will replace Line 3 (the Scarborough RT), helping to reduce travel times and improve access to jobs, schools, and other key destinations throughout the city.

 

As part of this project, we are currently looking for a Systems Quality Manger to join our team.

 

What You Will Do:

  • Act as the primary client contact for systems quality and integration matters.
  • Lead quality across design, installation, testing, commissioning, and handover of rail systems.
  • Establish and manage the systems quality team structure, roles, and training.
  • Ensure compliance with systems requirements, interfaces, and performance criteria.
  • Oversee the Systems Quality Management System (QMS) and drive continuous improvement.
  • Lead systems assurance activities, ensuring all subsystems are fully integrated and meet acceptance requirements.
  • Plan and execute systems audits, and deliver monthly quality and performance reporting.
  • Maintain systems quality documentation, records, and the Quality Management Plan (QMP).
  • Manage non-conformances, including corrective actions and performance tracking.
  • Oversee ITPs, testing, commissioning, and verification & validation (V&V) activities.
  • Promote systems quality across teams and ensure consistency throughout all project phases.
  • Verify that delivered systems meet performance, safety, and contractual requirements.
  • Coordinate with HSE and procurement to ensure systems materials, suppliers, and documentation compliance.
  • Support Project Management in achieving systems quality and operational readiness objectives.

 

Experience You Will Bring:

  • Certified Engineering Technologist (CET) in Ontario or equivalent education and training.
  • Minimum 10 years’ experience in infrastructure or rail systems projects.
  • 5+ years experience in a quality management role focused on systems, integration, or commissioning.
  • Certification as an ISO 9001:2015 Internal or Lead Auditor.
  • Strong knowledge of systems engineering, integration, and assurance methodologies.
  • Experience with rail systems (signalling, communications, SCADA, traction power, etc.) strongly preferred.
  • Familiarity with Canadian and international standards for systems and rail infrastructure.
  • Strong understanding of interface management, verification & validation (V&V), and commissioning processes.
  • Valid Driver’s License.
  • Excellent problem-solving ability with a systems-thinking mindset.
  • Strong communication skills with the ability to explain complex system interactions clearly.
  • High level of accountability, organization, and attention to detail.
  • Ability to manage multidisciplinary teams and coordinate across technical functions.
  • Proficient in MS Office and quality/system management tools.

Compensation: $115,000 - $150,000 annually. The listed salary range reflects potential base pay and considers factors such as experience, education, and training. Each candidate is evaluated individually and offers toward the higher end may be extended to those with exceptional qualifications.
