Position Title: Testing & Commissioning Manager, Communications Systems
Who We Are:
Scarborough Transit Connect (STC) is a joint venture between Aecon and FCC Canada Ltd. that was selected by Metrolinx to deliver the Scarborough Subway Extension – Stations, Rail and Systems (SSE-SRS) package. The Scarborough Subway Extension will bring the TTC’s Line 2 subway service nearly eight kilometers farther into Scarborough. It will extend from Kennedy Station to Sheppard Avenue and McCowan Road, providing quick and seamless transit for those heading into and out of the downtown core and those travelling within Scarborough. The extension will replace Line 3 (the Scarborough RT), helping to reduce travel times and improve access to jobs, schools, and other key destinations throughout the city.
As part of this project, we are currently looking for a Testing & Commissioning Manager, Communications Systems, to join our team.
What You Will Do:
- Plan, prepare, and execute the Testing and Commissioning program for communication systems across the project.
- Lead the development, coordination, and implementation of communication systems testing and commissioning plans, procedures, schedules, and test documentation.
- Coordinate testing and commissioning activities (T&C) for systems such as SCADA, CCTV, public address, passenger information, emergency telephones, radio, networking, fiber optic backbone, telephony, and related integrated communication platforms.
- Manage interfaces between communication systems and other project systems, including electrical, mechanical, signaling, control, fire-life-safety, station systems, and operational technologies.
- Liaise with stakeholders including Metrolinx, Toronto Transit Commission, designers, subcontractors, vendors, quality teams, and project management in the context of communication systems T&C.
- Support system integration, interface testing, subsystem testing, and end-to-end performance testing for communication systems.
- Oversee site access, test readiness, resource coordination, and safe execution of communication systems testing activities.
- Help build and lead the communication systems Testing and Commissioning team and provide technical guidance during execution.
- Develop performance metrics, deficiency tracking, and continuous improvement processes to support quality and timely system acceptance.
- Support the inspection, testing, and commissioning of communication system equipment installed at stations, back-of-house facilities, and wayside locations.
- Ensure all tests, including functional, interface, integrated, and performance testing, comply with project requirements, specifications, standards, and safety obligations.
- Support planning and execution of asset handover from construction to Testing and Commissioning, and from Testing and Commissioning to operations.
- Manage testing records, evidence, logs, test certificates, deficiencies, and status reporting required for compliance, approval, and acceptance.
- Ensure requirements coverage throughout the project by confirming that communication systems testing demonstrates compliance with functional, safety, RAM, security, and operational requirements.
- Review and approve traceability inputs and test deliverables in cooperation with project stakeholders to support progressive assurance and final system acceptance.
Experience You Will Bring:
- Minimum of 10 years of experience in the design, installation, integration, testing and commissioning, and/or operations and maintenance of communication systems on large, complex infrastructure, transit, rail, or transportation projects.
- Professional Engineer (P.Eng.) license in Ontario, or eligibility to obtain licensure in the Province of Ontario, is preferred.
- Experience with communication systems such as SCADA, CCTV, public address, passenger information systems, emergency telephones, radio systems, structured cabling, fiber optic networks, telephony, data networks, and related station or wayside communication infrastructure.
- Experience with large, complex projects and Joint Ventures with multiple stakeholders, interfaces, and phased handover requirements is preferred.
- Strong understanding of systems engineering life cycle processes, including ISO/IEC/IEEE 15288.
- Familiarity with verification and validation activities across the project life cycle, including application of CENELEC 50126 and related rail systems assurance principles.
- Proven experience developing test procedures, method statements, test scripts, and commissioning documentation, and leading testing and commissioning teams through execution.
- Experience collaborating with requirements management, systems assurance, safety, RAM, and security teams to demonstrate requirements compliance and test coverage.
- Understanding of interface management and integrated testing between communication systems and other project systems, including electrical, mechanical, control, and fire-life-safety systems.
- Experience with development of test certificates, test records, deficiency reports, and handover documentation.
- Proficient in Microsoft Office, including Excel, Word, and Outlook.
- Proficient with requirements management and document control tools such as DOORS Classic and DOORS Next, or similar platforms.
- Demonstrated problem-solving capability, sound technical judgment, and the ability to manage competing priorities in a fast-paced project environment.
- Excellent communication and stakeholder coordination skills, both written and verbal.

Compensation: $140,000 - $180,000 annually. The listed salary range reflects potential base pay and considers factors such as experience, education, and training. Each candidate is evaluated individually and offers toward the higher end may be extended to those with exceptional qualifications.
