Position Overview 
Aecon Nuclear has been supporting nuclear work in Ontario since 1967. With $4.5 billion of project work and significant pipeline, we have positioning ourselves to grow along with the nuclear sector. The role of the Director of Project Controls will report into the Senior Director, Project Controls. This role will support Project Controls across all of Aecon Nuclear supporting projects both in Canada and internationally.

 

What You'll Do Here 

    Project Controls Systems, Tools & Strategy
o    Responsible for the strategic management of the project controls function for assigned business and/or project(s)
o    Supports the development of the organization’s strategy, policies, guidelines and procedures related to the Project Controls function
o    Develop and implement project controls policies, processes and procedures to ensure contract compliance and ensure timely and accurate project controls reporting and forecasting
o    Supports the development of ERP solutions and processes appropriate to the assigned business / project(s) / organization
o    Advise on project controls strategy for successful project execution
o    Lead development of lessons learned and development/implementation of procedures, tools and processes
o    Collaborate with other departments on continuous improvement initiatives

 

•    Project Setup
o    Lead all project set-up activities from a project controls perspective, as a key partner to Project Managers, Vice Presidents, and Operations Teams
o    Provide commercial and technical expertise and input on tenders, proposals and contracts to ensure all commercial terms and project control requirements are considered during project set up / implementation with key consideration to JV         n        Project  Control issues
o    Develop cost control plans to determine total costs and returns expected from the project. Ensure all stages are monitored against agreed plans and project costs are managed efficiently and effectively with the objective of ensuring delivery of              projects within assigned scope
o    Develop and implement the Earned Value Management (EVM) and Change Management programs to measure project performance, identify variances in project delivery in terms of work performed versus work planned, costs, schedule control            and forecasting

 

•    Progress Tracking & Risk Management
o    Provides executive leadership (Aecon and/or JV partners) with timely, consolidated reports on all elements of project controls including identification of critical project issues and risks, and suggested corrective actions
o    Accountable for maintaining the risk register and risk analysis/assessment/reporting

 

•    People Management
o    Manage and lead a team of Project Controls staff on assigned projects, including change, scheduling, cost control and document management
o    Lead the development of training, competency profiles and career development of Project Controls staff, including those at the management level

 

What You Bring To The Team

•    Undergraduate degree in Business or Engineering, or equivalent 
•    Minimum of 10 years industry experience in project controls management positions across all project phases
•    Proven ability and experience effectively managing Project Controls function at a Senior Leadership level in a complex, major project, Joint Venture environments with major Engineering or Contracting organization
•    Experience working in Joint Ventures with international partners  
•    Skilled in claims avoidance, mitigation, management and optimization including negotiations and substantiating cost and schedule impact on major projects of a complex nature
•    Experienced in various procurement methods including Design Build and Bid Build in both lump sum or unit rate arrangement
•    Thorough knowledge in the design and implementation of Earned Value Management systems on complex projects, under all commercial formats including fixed price contracts, with demanding client reporting requirements
•    Exceptional forecasting and financial analysis and/or Project Control experience including planning, scheduling, financial reporting, budgeting, forecasting, and estimating
•    Effective interpersonal and communication skills with the ability to clearly identify and articulate risks, issues and opportunities to Senior Leadership at the Aecon and/or JV level 
•    Proven ability to identify and solve complex issues using sound judgment, critical thinking and innovative solutions
•    Proven ability to influence and command the respect of Executives and JV Partners on Project Control matters
•    Excellent analytical, organizational and presentation skills
•    Proven effective people leadership skills
•    Ability to liaise with internal and external legal counsel and experts
•    Advanced proficiency in Microsoft Office Suite
•    Knowledge of SAP and Primavera P6
