Aecon Nuclear currently is undertaking efforts to replace key components at the Darlington and Bruce Power plants as a part of each respective Life Extension Program to allow operation for another 40+ years. The scope of work includes the removal and replacement of calandria tubes, pressure tubes, feeders, and steam generators as well as technical development, construction management and trade labour.
Aecon Nuclear is also currently at the forefront of the next generation of Nuclear Power in Canada by fabricating and constructing the first of a kind SMR facility in Darlington in addition to potential other new build large scale reactors among other exciting nuclear industry efforts across North America and Europe.
Reporting to the Director, Continuous Improvement (CI), the CI Project Manager will have the overall responsibility for planning, execution and ultimate success of defined scopes of work and initiatives executed across the organization, within the CI team’s purview. Their responsibilities include achieving defined Conditions of Satisfaction (CoS) for each and all assigned initiatives, generally in alignment with Key Performance Indicators (KPI) of: Value, Safety, Quality, Schedule, Cost.
The Continuous Improvement team is responsible for defining and implementing initiatives aligned with increasing value and achieving execution excellence, in the form of the following:
- Effective planning standards, including implementation and support of the Last Planner System and maintaining / supporting the work readiness program at our major project sites
- Changes to management systems, operating standards, and governance
- Corrective measures identified through our corrective action program, management self assessments, etc
- Initiatives to improve / increase value / reduce waste across all operational and support departments
- Innovations int the form of new technology, means and methods to enhance our performance
This particular role will be concentrated primarily on “Effective Planning” (LPS, Work Readiness, etc), to meet our strategic objective of implementing industry-leading planning standards at all of our projects.
What You'll Do Here
Responsibilities for this role fall under two categories:
- Execution Excellence / Effective Planning
- Continuous Improvement Project / Initiatives
For Execution Excellence / Effective Planning Activities
The primary mandate for this particular PM position is to implement, monitor and improve our methods, system and tools for effective project planning, which includes the following:
- Development of a plan (schedule, resource requirements, stakeholder management, etc) to implement the Last Planner System (LPS) across all projects in Aecon’s Nuclear business unit
- Implement LPS across all projects, from initial kick-off through to full sustainability, including the 5 components of LPS (milestone schedule, phasepulls, lookahead planning, weekly work planning, measuring/variance tracking/improving
- Ensure each project implements a formal work readiness process, including directly supporting projects in developing and managing the process for key work evolutions
- Develop an “Effective Planning” guide/standard to be used as the formal platform for implementing tools within that category
- Serve as the functional owner for Aecon Nuclear’s “Effective Planning” standards, including operating procedures (OP) for work readiness and Last Planner System
- Carry out assessment of our projects’ capability for effective planning, including identification of gaps or areas for improvement and recommendations to address them
- Interface with key related departments/stkaholders including Aecon’s LPS Subject Matter Expert(s) and our Project Controls department
Continuous Improvement Projects/Inititaives
The CI PM may have specific projects assigned to execute, in which case the following responsibilities apply:
- Accountable for planning, executing and closing any projects assigned to them, to defined conditions of satisfaction across key KPI (Safety, Quality, Schedule, Cost, People)
- Identifying, obtaining and managing and resource requirements to plan and execute assigned projects.
- Effective communications and coordination across all applicable project participants, stakeholders (e.g. Engineering, Procurement, Sub-Contractors, Construction, Quality, Owner/Client, etc)
- Expected to take on a proactive and intensive approach to managing all More specifically, the Project Manager coordinates/ensures:
- Get involved into design and constructability review
- Design to construction overall sequence is developed, consistently maintained/updated, and regularly reviewed for accuracy from design release package to construction.
- Creation and implementation of Action/Recovery Plans to address any schedule performance issues
- Validation and monitoring of project metrics (Safety, Quality, Cost, Schedule) for assigned work segments
- Proactively manage risk and mitigation across the board of Partner
- Any resource constraints impacting planned work are identified and reported
- Any potential changes to Work are identified and mitigation are co-developed between the partner per the project change management procedure
- Ensure all required materials and services have been identified and ordered, as well as any material delivery risks identified and action/recovery plans assigned
- Implementing and overseeing the projects’ work planning and readiness
- Responsible for development and maintenance of a comprehensive schedule to reflect all parts of the project from kick-off through to closeout/turnover
- Development and maintenance of a budget for each project
- Compliance with project controls and reporting requirements
- Managing risk throughout the project including maintaining an active risk register
- Responsible for complying with an contractual requirements, whether from prime/owner contracts or sub-contractors, including development of processes to efficienly meet contract-based requirements (e.g. change management, invoicing, etc)
- Maintaining communications with the Senior Leadership Team (SLT), as it pertains to project performance
- Planning and executing any recovery activities, should any parts of the project fall short of performance targets
- Actively managing and communicating lessons learned from the project, within the project and to the balance of the organization
Other Duties and Responsibilities
⦁ Active collaboration with Continuous Improvement team members across the organization
⦁ Perform regular field tours (first-hand work observation, safety walks, waste walks, etc) to check work progress and meet with project site personnel
⦁ Provide technical and commercial guidance to project team members (e.g. Site Superintendents and Project Coordinators)
⦁ Review and approve purchasing requisitions, subcontracts, and invoice payments, within Limits of Authority
⦁ Participate in company-wide initiatives aimed at overall continuous improvement
⦁ Responsible for performance management of all direct-report employees, including: coaching/mentoring, assistance with career planning and training, preparation of yearly and mid-year performance reviews
⦁ Responsible for strong, active leadership across direct reports and any other team members supporting assigned tasks. This includes active measures to enhance team morale and positive communication
⦁ Review and approve timesheets, expense reports, vacation requests, and training requests, within Limits of Authority
⦁ Ensure all project staff and direct reports understand and comply with applicable code of conduct policies (Aecon and customer policy)
What You Bring To The Team
⦁ Minimum 5 years Project Management experience
⦁ 10 years overall post-schooling experience in industry
⦁ Strong presentation and facilitation skills (i.e. group workshops, presentations to team / leadership, etc)
⦁ Knowledge of Lean Construction methods and tools
⦁ Experience with project planning activities: schedule/resource plan/budget development)
⦁ Direct experience applying the Last Planner System (LPS)
⦁ Direct experience within construction projects strongly preferred
⦁ Team Management and problem solving mind set with a significant Nuclear Scope background
⦁ Knowledge of INPO (Institute of Nuclear Power Operation) practices and principles and practice same is an asset
⦁ Experience with Quality Management Programs and nuclear construction codes and standards
⦁ Must have the ability to handle all matters in a confidential and professional manner.
⦁ Excellent organizational, communication and customer relationship skills
⦁ Experience in comprehensive team leadership (organizational alignment, motivation,
⦁ Strong, applied knowledge of project execution, financial operations, estimating and employee relations required
