Reporting to the General Manager, the Preconstruction Manager will be responsible for the successful execution of all tasks assigned to them, including managing proposals, project development, post bid clarifications, contract negotiations, early works project management including management of engineering and long lead procurement.
Responsibilities include interfacing with various Aecon functional groups and external stakeholders including subcontractors and the owner. Responsibilities may also include managing turnkey utility grade EPC projects.
What You'll Do Here:
- Work with Sr. Management in the preparation of detailed construction and design estimates. This includes working with the operations, project controls and estimating teams to develop tender submissions for active pursuits.
- Manage preconstruction activities for EPC project(s) with the construction team
- Manage Contract negotiations, disputes and post close clarifications
- Review scope, RFP design and technical specifications
- Manage civil, structural, electrical design and ensure compliance to spec and CSA/ESA/IEEE/IESO Market rules
- Long Lead Procurement including requesting quotations, evaluating bids and ordering equipment
- Evaluate, select, prepare, and negotiate key subcontracts (Engineering, MSP, civil subcontracts, Prefabricated P&C buildings, Engineered Equipment, etc)
- Manage early works site activities, including coordination of locates, surveys, geotechnical investigation,
- Manage the project team including project coordinators, admin
- Resolve project-level issues/disputes and escalates issues to the Sr. Project Manager.
- Travel to various site locations may be required.
- Manage development of project schedules and critical milestones.
- Manage development of Site Specific Safety/Quality Manuals with the assistance of project team. Ensure compliance with owner specification
- Set out production targets and monitor performance. Adapt to changes and eliminate roadblocks that might interfere with target goals.
- Manage team’s performance and monitor deliverables.
- Responsible for all commercial issues and focus on win/win outcomes
- Responsible for managing and monitoring project budget.
- Conduct weekly scheduling meetings with the project team and external stakeholders.
- Provide technical expertise as required to project team and client.
- Provide technical support to field staff.
- Work with Sr. Management to ensure projects are executed in a safe, efficient, quality-focused manner.
- Ensure project controls are in place for projects (including schedule updating, subcontractor management, cost forecasting, change management, document control, labour tracking, KPI tracking, equipment tracking, accrual management, invoicing, PO’s, etc.)
- Performs other duties and responsibilities as required.
What You Bring to the Team:
- Candidates must have experience managing High Voltage substation projects including HV Interconnection with Hydro One and the IESO.
- Experience working on renewables projects is an asset.
- Education to include Engineering, Construction Project Management etc. or combination of technical training and/or related experience.
- Ability to think proactively, work with urgency, be collaborative, and work independently.
- Take directions well, requiring minimal follow-up.
- Experience in estimating and proposals is an asset.
- Experience on EPC contracts.
- Experience running transmission projects is an asset.
- Experience in the construction industry is required.
- Experience in the utility industry is a strong asset.
- Capable of reading and understanding construction drawings and documents.
- Minimum of 5 years of experience in a Project Manager role.
- Ideally 5+ years within the industry
- Proven leadership, communication, and negotiation skills.
- Ability to resolve project disputes with minimal assistance.
- Inspire and foster an environment of cooperation between different departments and co-workers.
- Availability to travel when running projects, including shift work.
- Sound computer skills – MS Excel, MS Word, Primavera P6, Bluebeam, Trueview, Microsoft Project, and Powerpoint, SAP, Procore, Acconex.
- Self-motivated with good organizational skills.
- Ability to work independently, accurately, and under pressure.

Compensation Range: The expected salary for this position is $95,000 - $135,000 annually. Individual pay is determined based on several factors such as work location, education, experience, and unique skills.
