Reporting to the Director, Project, the Technical Director will be responsible for managing large complex major construction projects, including design build, P3 and joint ventures, and all aspects of project performance.
What You’ll Do Here:
- Oversight and management of key public and private sector relationships, relating to the design, construction, integration, testing, and commissioning of project assets.
- Monitoring, overseeing, and working within the Design Build Contractor organization to ensure project objectives are delivered as planned.
- Partnering, communicating and working with Public Sector Partners including authorities, local government agencies, and other relevant authorities having jurisdiction.
- Partnering, communicating and working with Private Sector Partners including Lenders and Lenders’ Technical Advisors.
- Ensuring Project Company and Project Company Parties compliance with all relevant technical aspects of the agreements
- Ensuring that the design developed meets the technical specifications of the project as well as the applicable law, codes, standards, etc.
- Working with designers and consultants to ensure that the design developed meets the highest expectations with respect to its quality, effectiveness, optimization, etc. Monitor their performance.
- Reviewing and analyzing progress and other technical reports related to the project
- Monitoring design progress against the project schedule and working with the Project Company team to identify and manage project related risks to an appropriate resolution.
- Generating progress and other required reports for Lenders and Lenders’ technical advisors as well as Investors
- Proactively identifying, mitigating, and preventing potential or actual project disputes and delays.
- Acting as a key individual and providing dispute resolution to the client, designers and other stakeholder parties
- Attending all relevant to his scope site meetings, including design review, progress, testing, and commissioning meetings. Participating in and overseeing all key elements related to design and construction to be fully apprised of status of work, issues, etc.
- Ensuring all technical decisions made are in line with appropriate Project Company policies and procedures
- Working with the Project Company Director, Finance and others in relation to certification and other steps related to construction payments
- Input into construction related PR and Community Relations Monitoring the implementation of the Plan of Construction Operations
- Supporting the implementation and effectiveness of the mitigation plans identified by the PCO risk assessment
- Facilitating regular and effective communications between the contractor and the operations group
- Updating the PCO and mitigation plans as necessary within his/her scope
- Advising and assisting the operations team with contingency planning.
What You Bring to the Team:
- 15+ years’ experience in the field of complete infrastructure development and implementation
- 15+ years’ experience in working in a Tier One Contractor team on major Design Build Projects looking after technical issues and design consultants
- Comprehensive knowledge and understanding of construction engineering, construction process, sequencing and value engineering
- Significant experience with the construction of transit infrastructure, including civil, drainage, Bridges, Tunnels and Rail Systems, Civil, electrical, mechanical engineering degree from a recognized institution. Advanced degree or MBA preferred
- Experience in full cycle concession projects from bid, through to award, financial close, construction, commissioning and entry into revenue service
- Development / redevelopment project experience is essential including construction on an active project site - communication, electronic and lighting systems, buildings and structures, system integration, testing and commissioning and operations.
- Significant experience with privately financed infrastructure projects
- Experience in Public-Private-Partnerships (P3), turnkey and related forms of business that require funding, design, build, maintenance and operational skills, is desirable and working within diverse multidisciplinary partnerships.
- Prior accountability for Profit and Loss (P&L) of multi-million-dollar projects required
- Demonstrates a strong commitment to safety by ensuring that engineering design and constructability are developed and executed in a manner that minimizes risk.
- Possesses strong financial acumen, with the ability to translate and analyze engineering and technical decisions into bottom‑line impacts, including scenario analysis and recovery planning.
- Effectively manages stakeholders with a global perspective and strong cultural awareness, demonstrating the ability to influence outcomes both with and without direct authority.
- Exhibits a high degree of emotional intelligence and self‑awareness, combined with strong organizational savvy to navigate complex political environments, anticipate challenges, and plan appropriate engagement strategies.
- Demonstrates advanced negotiation and influencing skills, effectively negotiating services, scope, and direction with executives, partners, and clients to achieve outcomes aligned with Aecon’s objectives.
- Exercises strong command skills, confidently selling ideas and setting direction, while initiating and leading difficult or unpopular discussions to address complex choices and organizational dilemmas.
