Reporting directly to the Federal Compliance Director, the Federal Procurement Manager is responsible for ensuring the Federal Procurement Department supports Aecon US business operations for the procurement of all required goods and services for US based federal projects and that the accomplishment of the same is performed on-time, in accordance with Aecon policies and procedures and relevant US law and regulation, and at the best value. The person filling this role will continue to build out the Federal Procurement Team that will consist of Requisition Writers and Buyers that will be functionally matrixed into the Procurement Director’s Organization for each applicable Project Endeavor but will also ultimately be responsible for Corporate Level Procurement (e.g. non-project specific procurement required by the Federal Organization).
I. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- ensure the timely and compliant issuance of purchase orders with subcontractors and vendors to support business operations.
- ensure purchase orders with all vendors and subcontractors comply with Aecon policies, procedures, and relevant customer requirements, including but not limited to the FAR, DFAR, DEAR and all associated requirements.
- ensure that all purchase orders are executed by an appropriate company officer, empowered to commit company funds commensurate with the value of the purchase order.
- ensure that all purchase orders contain appropriate contractual flow downs to ensure compliance with customer commitments while proactively identifying and mitigating risk to the enterprise.
- grow and lead a group of procurement professionals required to meet growing business needs by providing mentorship, development and counseling of direct reports.
- identify opportunities for efficiency improvements via process enhancements, identify and lead the creation of new processes, draft required policies and procedures, and establish a procurement cost savings process to enable business goals.
- identify and develop procurement metrics and develop reportable KPIs/SLAs required to illustrate the savings and efficiency of the Federal Procurement Department.
- ensure the department accomplishes its mandate in a customer service oriented, collaborative, competent, and professional manner.
- provide timely support and assistance to the estimating team with requests for pricing and total project cost at all stages of the project lifecycle. ensure quality, reliability and responsiveness to business requests in a way that exceeds expectations at every opportunity.
- Design and build a socioeconomic supplier program in accordance with company goals and federal requirements.
- Work with the broader procurement team to execute Ordering Agreements that can leverage economies of scale and commensurate savings.
- performs such other duties and responsibilities as assigned by his/her manager.
- OTHER DUTIES AND RESPONSIBILITIES
- Assist project management staff with input of procurement and subcontract requirements into the costing system and purchasing system.
- Assist the Procurement Organization with development of a KPI reporting dashboard (overall development and design, minimal to no coding requirement)
- Supplier and job site visits as needed to assess current operating procedures and develop new business processes
- Ensure alignment and coordination with Aecon Construction Group initiatives and directives.
- Develop and deliver training for related processes as required.
- SUPERVISORY RESPONSIBILITIES
- Direct reports – buyers, purchasing agents, expediter and purchasing assistant.
- KNOWLEDGE AND SKILLS
- Minimum 10 years related experience at a federal contractor, ideally in the construction and/or engineering industry, or the United States Government managing a procurement team
- Enrollment in or completion of the American Purchasing Society (APS) Certified Professional Purchasing Manager (CPPM) Accreditation Program
- Excellent leadership, interpersonal, analytical, and organizational skills
- Computer literate in Microsoft Office (MS) Suite products and System Applications and Products in Data Processing (SAP)
- Ongoing education courses in Purchasing and Managerial skills
- Knowledge of Aecon Policy & Procedures
- Understanding of ASTM, ASME, API, Nuclear, UL Standards
- Experiences with DCMA, DCAA, or USG Contractor Purchasing System audit requirements
- Experience with Initial Project Development, Start-Ups, or Organizational build-outs
- FISCAL RESPONSIBILITY
- Responsible for the operational and financial performance of the Procurement department.
- Limits of Authority as approved by the Vice President, Sr. Director, Commercial Operations, and/or Director, Procurement.

- OTHER QUALIFICATIONS
- Due to the nature of work conducted by Aecon, mandated nuclear export controls requirements must be met for employment (including drug screening prior to employment).
- US Citizen with the ability to obtain USG Security Clearance and appropriate export authorizations as required.
