What is the Opportunity?
Aecon’s Civil East sector is a cornerstone of our construction and infrastructure operations, delivering innovative solutions to some of the most complex and impactful projects globally. Renowned for its expertise in heavy civil construction, our Civil East sector specializes in building essential infrastructure that powers economies and enhances communities.
Our portfolio features cutting-edge work on bridges, highways, tunnels, and airports to name a few! In the Caribbean region, we are leveraging our expertise and collaborative approach to deliver world-class infrastructure projects tailored to meet the unique needs of the island communities. In US Virgin Islands (USVI), we are contributing to the redevelopment of the Cyril E. King Airport in St. Thomas and the Henry E. Rohlsen Airport in St. Croix.
We are looking for a talented and motivated Commercial Lead to join our USVI project team. Based in USVI, this role focuses on managing commercial subcontracts, negotiations, project costs and risks, drafting contracts for subcontractors and invoicing. This role is primarily office based, with approximately 90% of the time spent in office and 10% on site for project meetings, site assessments and contractor management.
What You’ll Do Here:
- Ensure that all contractually required notices are delivered in accordance with the terms of the project agreement and subcontracts
- Administer the project contracts (project agreement, subcontracts, consultancy agreements, purchase agreements etc.), always ensuring that all contract deliverables and timelines are met to ensure commercial risk on project contracts are minimized
- Drafting, review and negotiation of various design and subcontracts, optimizing the business’ financial, legal, risk management and reputational positions
- Implement and monitoring procurement schedules and plans, participate in competitive tendering process for materials, goods, services and equipment, development of terms and conditions, scope and specification requirements, participate in the bidding process, perform pre-qualifications of eligible companies, evaluate submitted bids including tender analysis and recommendation
- Issue regular reporting and analytics on commercial issues to Executives (internal and JV ExCo) and Project Managers
- Engage with Aecon’s legal advisors to seek advice at the appropriate times
- Proactively analyze the risks associated with projects
- Administering change management strategies and processes while ensuring contractual compliance
- Commercial management of project close out/post practical completion, including defect liability period and O&M
- Depending on the project phase and structure, may be responsible for Project Controls functions (Schedule/Cost/Risk/Document control staff and functions)
- Good understanding of Finance, Accounting and Project reporting
What You’ll Bring to the Team:
- Bachelor’s degree or equivalent in Construction Management, Finance, Legal, Quantity Surveying or any other related fields
- Minimum of 3 years’ relevant commercial management experience in the construction industry.
- Flexibility to work in both field and office.
- Demonstrated experience working under a variety of contracts (Design Build, Lump sum, unit price, development/collaborative delivery model)
- Sound understanding of construction methodology and process in a large, complex operating environment
- Thorough knowledge of change management principles including identifying significant variations, claims identification, narration, quantification and evaluation
- A sound understanding of the law of contract, combined with a detailed appreciation of contractual obligations and liabilities, commercial and financial functions
- Direct experience with the tendering process, contract administration, budgetary cost value and reduction capability, procurement and subcontract administration, earned value management and Primavera P6 scheduling software (preferred)
- Proven track record with claims management would be an asset
- Basic understanding of insurance coverages and program requirements for various Project types and advise on suitability of corporate programs vs project specific requirements
- Experience with integrated ERP systems
- Excellent organizational, communication and writing skills

- Ability to liaise/co-ordinate with various internal and external stakeholders (legal counsel, client, subcontractor, consultants)
- Strong time management skills
