What is the Opportunity?
Aecon is a nuclear constructor leader in extending the life of existing nuclear stations and executing the next generation of nuclear new builds in Canada and the U.S. We provide a full spectrum of Engineering, Procurement and Construction (EPC) nuclear services for refurbishment, maintenance, new build, decommissioning, modularization, and fabrication scopes, safely delivering through exacting standards and proven results.
Reporting directly to the Federal Compliance Director, the Federal Procurement Manager is responsible for ensuring the Federal Procurement Department supports Aecon US business operations for the procurement of all required goods and services for US based federal projects and that the accomplishment of the same is performed on-time, in accordance with Aecon policies and procedures and relevant US law and regulation, and at the best value. The person filling this role will continue to build out the Federal Procurement Team that will consist of Requisition Writers and Buyers that will be functionally matrixed into the Procurement Director’s Organization for each applicable Project Endeavor but will also ultimately be responsible for Corporate Level Procurement (e.g. non-project specific procurement required by the Federal Organization).
Citizenship Requirement:
This position requires access to nuclear facilities and information governed by U.S. federal regulations. As a result, applicants must be U.S. citizens to meet eligibility and security clearance requirements.
What You’ll Do Here:
- Manage FAR/DFARS Process Flows: Oversee and execute the step-by-step process flows for all federal procurement packages, ensuring packages comply with Aecon policies, procedures, and relevant customer requirements, including the FAR, DFARS, DEAR, and all associated standards.
- Federal Procurement Training: Act as the primary trainer and mentor for all other procurement specialists (both federal and commercial), developing and delivering comprehensive training on federal procurement methods, threshold requirements, and Contractor Purchasing System Review (CPSR) audit readiness.
- Contractual Flow-Downs: Ensure that all purchase packages contain appropriate mandatory contractual flow-downs to ensure compliance with customer commitments while proactively identifying and mitigating risk to the enterprise.
- Procurement Execution: Ensure the timely and compliant issuance of purchase packages with subcontractors and vendors to support business operations, ensuring all awards are executed by an officer empowered with the appropriate Limits of Authority (LOA).
- Process Improvement: Identify opportunities for efficiency improvements via process enhancements, map out new federal process flows, and assist the Federal Procurement Manager in drafting required policies and procedures.
- Pricing and Estimating Support: Provide timely support and assistance to the estimating team with requests for pricing and total project cost at all stages of the project lifecycle, ensuring cost and price analyses meet federal documentation standards.
- Socioeconomic Program Support: Support the Federal Procurement Manager in executing the socioeconomic supplier program, tracking small business utilization, and assisting with federal reporting.
- Assist procurement management with the input of procurement and subcontract requirements into the costing system and purchasing system (SAP).
- Conduct supplier and job site visits as needed to assess current operating procedures and help develop new business processes.
- Ensure alignment and coordination with Aecon Construction Group initiatives and directives.
- Performs such other duties and responsibilities as assigned by the Federal Procurement Manager
- While this role does not have direct administrative reports, the Specialist I acts as a functional leader, process gatekeeper, and primary trainer for buyers, purchasing agents, expediters, and commercial procurement staff executing federal work.
What You Bring:
- Minimum 3 to 5 years related experience at a federal contractor level or equivalent in procurement and acquisitions knowledge, capable of comprehending and learning Federal Procurement standards from the FAR and DFARS.
- Bachelor’s degree in a business-related field (e.g., Business Administration, Management, Finance, Marketing) required.
- Exceptional presentation, training, and interpersonal skills to effectively educate cross-functional and commercial teams on federal requirements
- Computer literate in Microsoft Office (MS) Suite products.
- Strong communication and customer service abilities, combined with the capacity to perform market research and support strategic source selection based on customer and market insights.
