Proposal Manager
What is the Opportunity?
Aecon’s Civil East Division is seeking a dynamic Proposal Manager to lead development of pursuit submissions for major civil infrastructure projects in the United States, as well as support submissions in Ontario, Eastern Canada, and internationally. The successful candidate will be responsible for the development, production, and formal submission of Requests for Qualifications (RFQs), Request for Proposals (RFPs), and other client-facing content, such as Market Soundings and Expressions of Interests (EOIs), for major project pursuits. The Proposal Manager will help to drive capture of public and private opportunities — ranging from approximately $200 million to multi-billion-dollar values — by drawing on exceptional content production, communication, organizational, and leadership skills.
Location of the Work: Successful candidate will be expected to relocate to Aecon’s office in Charlotte, NC.
What You Will Do Here:
- Own the development and delivery of assigned submissions in response to RFQs, RFPs, EOIs, and Market Sounding proposals, including for bridges/roads, tunnels, airports, marine ports, and water and wastewater facilities. It is expected that the individual who fills this role will be comfortable managing multiple pursuits simultaneously
- Coordinate large and multidisciplinary pursuit teams in production of submissions for complex projects. Teams may be composed of, but not limited to, estimators; schedulers/planners; design leads; environmental and health and safety personnel; project controllers; digital design and construction staff; stakeholder engagement personnel; the human resources team, and proposal coordinators, as well as external partners including design and construction partners and subcontractors, suppliers, and consultants
- Facilitate team integration through active leadership, regular touchpoints, and clear communication and guidance
- Collaborate with the Business Development Lead to identify and exploit strategic opportunities and develop an optimal pursuit submission and path to successful execution
- Lead technical submissions and ensure overall quality, competitiveness, and adherence to requirements
- Build strong professional relationships across the project team and with external partners
- Review and develop a detailed understanding of client proposal/bid requirements
- Manage proposal administration, SharePoint site and document setup, and bid preparation and submission schedule for assigned pursuits
- Develop responsibility matrices for assigned pursuits and oversee content production by subject matter experts
- Support subject matter experts with content development to ensure clear, coherent, consistent and compelling submissions
- Participate in win theme development and ensure follow-through and refinement up to the submission deadline to support successful outcomes
- Coordinate and oversee the proposal working group for the assigned submissions
- Ensure strict, team-wide adherence to the Bid Calendar and hold assigned personnel accountable to timelines and submission standards
- Write proposal sections and prepare resumes and projects sheets as required
- Review and edit all technical submissions cover-to-cover to ensure consistent and correct formatting, language usage, incorporation of win themes, concrete examples, lessons learned, etc.
- Monitor Requests for Information and client responses and ensure revisions to expectations or deliverables are clearly articulated to the team
- Regularly review pursuit status and report to the Business Development Lead, Director, Pre-Construction, and relevant executives
- Perform compliance checks on all submittal documents
- Support the training and mentorship of proposal coordinators
- Travel as required to work with JV partners to develop and close proposal submissions
- Occasional research and analysis of the industry to help identify market opportunities and prepare formal reports
- Attend pre-bid meetings and post-bid debrief meetings and summarize results and lessons learned, and report back to the project team
- Regularly update internal repositories of information including past projects and project sheets, resumes, presentations, narratives, and archive proposals

- Time allocation for this position is approximately 70% reading/writing/editing/formatting/ proposal administration and 30% organizational related activities
What You Bring to The Team:
- Experience in major proposal submissions for the Construction Industry, preferably in the United States (minimum 5 years)
- Experience managing +$200 million pursuit submissions
- Advanced writing skills with a demonstrable commitment to clear, concise, correct, and compelling content
- Sound judgement and excellent oral communication, organizational, and stakeholder engagement skills
- Ability to gather, synthesize, and effectively present technical information for a range of audiences
- Experience working in a fast-paced and performance-driven setting where meeting deadlines in a timely and accurate manner is essential
- Excellent time management skills and a proactive, “can do” attitude
- Proficiency organizing and guiding subject matter experts including schedulers, estimators, designers, and other technical personnel on proposal deliverables
- Proven analytical, strategic, and problem-solving skills
- Proficiency with Microsoft 365, especially Word, Excel, Powerpoint, Sharepoint. Experience with Adobe InDesign preferred.
