Aecon is a leader in infrastructure, transportation, and utilities construction across North America. We deliver complex projects that connect communities, support economic growth, and advance sustainable transit solutions.
Aecon is a key delivery partner on the Hamilton Light Rail Transit (LRT) project, a major urban transportation initiative that will integrate extensive utilities relocation, civil infrastructure, and systems work across the City of Hamilton.
We are currently seeking a Cost Controller with experience in utilities, transit, or heavy civil infrastructure projects to support cost management, forecasting, and reporting activities across this program. This position reports to the Project Controls Director and works closely with project teams, finance, scheduling, procurement, and commercial management.
What You Will Do Here
- Support proposal, estimating, and project start‑up activities to ensure alignment between approved estimates, budgets, and cost baselines
- Develop and maintain the Cost Breakdown Structure (CBS), cost accounts, and budget distribution aligned to utilities, civil, and systems scopes
- Establish and maintain project cost control systems, including Earned Value Management (EVM), rules of credit, KPIs, and dashboards
- Ensure compliance with client and public‑sector reporting requirements, including progress reporting, KPIs, and payment milestones
- Coordinate with Scheduling to align resource planning, cost performance, and baseline schedules
- Prepare and maintain project cash flow forecasts in coordination with Finance
- Perform cost variance analysis and reforecasting using actuals, progress, and EVM metrics
- Audit cost allocations and expenditures, including payroll, subcontractor invoices, and supplier charges; recommend corrective actions as required
- Work with Finance to monitor cash position and support billing, invoicing, and payment certification
- Facilitate risk and contingency reviews, including adjustments related to utility interfaces, third‑party impacts, and scope changes
- Support procurement and subcontract cost management, including purchase orders, commitments, and project close‑out
- Maintain the Change Management system, including change tracking, impact analysis, and support to the commercial team
- Lead internal cost reporting and ensure alignment with client reporting cycles
- Develop and maintain a project‑specific Project Controls Plan in alignment with Aecon standards
- Contribute to continuous improvement of project controls processes, templates, and tools
- Capture and document lessons learned for future utilities and transit projects
What you Bring to the Team:
- 4–7 years of Project Controls experience, preferably in utilities, transit, rail, or heavy civil infrastructure
- Post‑secondary diploma or degree in Engineering, Construction Management, Finance, or a related field, or equivalent experience
- Strong applied knowledge of Earned Value Management (EVM), cost engineering, and cost control practices
- Working knowledge of project management and project controls principles (PMBOK concepts considered an asset)
- Experience working in SAP environments
- Advanced proficiency in Microsoft Excel; Visio is considered an asset
- Intermediate to advanced proficiency in Primavera P6
- Ability to read, analyze, and manipulate schedules, curves, and progress reports
- Strong organizational skills with the ability to manage multiple priorities in a fast‑paced project environment
- Excellent communication and interpersonal skills with the ability to collaborate across project teams and stakeholders

The expected pay range for this role is: $70,000-$100,00 per year
Individual pay is determined based on several factors, including work location, education, experience, unique skills and job conditions. Other considerations may include certifications, specialized training, and the complexity or scope of the role.
