The PLAA Manager reports to the Project Director and is responsible for leading, managing planning, and tracking, the delivery of all permits, licenses, approvals, and agreements (PLAA) for a major infrastructure project. This role will lead, manage and oversee the Project PLAA’s with the PLAA Project Coordinator and will work with the project team leads that include Construction, Design, Scheduling and Communication, including the Client and Authority Having Jurisdiction (AHJ’s).The PLAA manager is responsible to ensure the PLAAs achieve timely approvals, compliance with legislation, while proactively managing risk with PLAA items that could impact project schedule timelines. The PLAA Manager will also lead, manage and prepare reporting updates for the project leadership team regarding the PLAA’s key approval milestones for the Project.
What You’ll Do Here:
- Leading, managing and preparing the PLAA Project updates and maintenance of the PLAA Project Permit Tracker(s) for internal team and Client.
- Leading and managing the PLAA processes required to obtain and maintain the Project Permits, Licenses, Approvals and Agreements associated with the Project.
- Oversee, prepare, coordinate and maintain the PLAA tracking system to track the progress of PLAAs on a weekly/bi-weekly reporting schedule for the project.
- Managing and maintaining a PLAA shared online register to give the project team an oversight on upcoming and expected PLAA’s such as key construction permits.
- Responsible for preparing, leading and maintaining PLAA and Permit Tracker(s) to track comments, responses, submissions, resubmissions for all permit applications with the PLAA Coordinator assisting.
- Managing and maintaining positive working relationships with Client, Governmental Authorities and Stakeholders, ensuring that external Stakeholders agencies (City of Toronto, TTC, MECP, TRCA, MTO and GO transit) are engaged when appropriate.
- Managing plans and records related to Project Permits, Licenses, Approvals and Agreements, including ensuring that required documents/plans are uploaded to the online shared registries as required by AHJs and Client.
- Fulfilling Project responsibilities regarding the PLAA Advisory Committee, tracking PLAA 3-4 week look ahead tracker, preparing meeting agenda and slide-decks for weekly/bi-weekly “Look ahead Meetings” with the Project Team, Client and AHJ’s.
- Update PLAA, Construction, Scheduling, Design and Communication management teams (weekly/bi-weekly tracker reports/meetings) on the progress of each PLAA items and permit applications.
- Advise of critical issues and that can hold up PLAA permit approvals.
- Lead and manage the PLAA working group meetings, including scheduling meetings with key Project team members, Client, AHJ’s, Consultants and stakeholders including preparing the meeting minutes.
- Preparing and managing Monthly tracking reports and updates pertaining to PLAA processes, progress, and key PLAA project milestones including PLAA risk items (AHJ comments to plans/documents) with Project Team.
- Oversee and prepare various senior management PLAA updates as required.
- Work with the Project Document Control Team member to ensure PLAA submittals and documents are reported and tracked .
- Lead and Coordinate with Project Team members from Construction, Design, Scheduling and Communications to incorporate necessary input for each PLAA items in a timely manner. This shall include but not limited to meetings with the key Project Team Managers.
- Coordinate with the Project team (Design, Construction, Scheduling and Communication teams) including the client on the PLAA submission packages for the AHJ’s.
What You Bring to the Team:
- 10+ years of experience with municipal development approvals such as permitting, licensing agreements, and municipal approvals with Buildings, Transportation, Planning, City Parks & Forestry departments and Provincial agencies.
- Extensive experience acquiring permits, licenses and approval requirements for major infrastructure and transit infrastructure projects.
- Bachelor or advanced degree from a recognized post-secondary institution in Urban Planning, Engineering, Environmental Studies, Architecture or a combination of education, training and experience deemed equivalent.
- Extensive knowledge of relevant legislation procedures, and permit requirements, including the Ontario Water Resources Act, Building Code, Planning Act (Ontario), Municipal Act (Ontario), etc.
- Project Management Certificate preferred.
- Acquainted with project management processes and techniques.
- Well versed in civil engineering principles, theories, applications.
- Excellent inter-personal and communication skills.
- Leadership and teamwork skills.
- Excellent working knowledge on computer programs such as Microsoft Office, SharePoint, Aconex, Primavera P6 and Bluebeam and use standard computer software
- Working knowledge of plan review and approval procedures associated with major infrastructure design and construction, located primarily on a public right-of-way.
- Ability to understand and interpret requirements and responsibilities articulated within project-related agreements related to PLAA.
- Capacity to identify and manage all the essential components of a PLAA tracking system.
- Actively participate in external and internal project meetings, and to provide leadership to peers and other team members when dealing with PLAA issues.
- Background Check & Security Clearance.
- Valid Driver’s License.

Pay Range: $120,000-$150,000
Individual pay is determined based on several factors, including work location, education, experience, unique skills and job conditions. Other considerations may include certifications, specialized training, and the complexity or scope of the role.
