Position Title:  Bilingual Proposal Manager, Major Bids

Position Overview

This position involves bilingual (French and English) proposal writing, and coordination in support of major RFQ and RFP submissions for projects led directly by Aecon or working closely with other strategic partners.  Position primarily supports bids within the province of Quebec in the infrastructure segment (roads, bridges, transit systems, rail, heavy civil, etc.) but may require support for Aecon’s mining, water, and/or energy segments. 


Key Responsibilities

  • Responsible for the management and oversight of Aecon’s formal proposal submissions in response to RFQs, and RFPs.
  • Lead major proposal pursuits where Aecon is the lead partner in a Joint Venture partnership.
  • From Design /Build (DB) projects to Design / Build / Finance/Operate/Maintain (DBFOM) projects.
  • Schedule and lead bid meetings.
  • Manage and coordinate input from other partners. 
  • Manage Aecon submission responses when an Aecon JV partner is the pursuit lead.
  • Manage and control bid submissions through Aecon’s SBD Share Point portal.
  • Oversee and control document management throughout the bid process whether through Aecon’s portal or our JV partner’s bid document repository. 
  • Oversee and manage Major Bid Proposal Coordinators as required to complete bid submissions. 
  • Oversee the writing, formatting, and proofing/editing of proposals based on input from multiple authors in both French and English.
  • Translation of proposal related documents from French to English and vice versa.
  • Ensure proposal content is relevant and compliant with client/proposal specific requirements.
  • Organize and schedule team meetings, prepare meeting agendas and take meeting notes as required.


Other Duties and Responsibilities

  • Review and develop a detailed understanding of client bid requirements.
  • Develop proposal calendars and responsibility matrices.
  • Create proposal templates, resume templates, project sheet templates.
  • Prepare, edit and format in both French and English proposal sections, resumes, and project sheets in preparation for proposal close-out.
  • Track and ensure timely proposal deliverables required from internal and external partners, examples include health and safety forms, proposal forms, finance support letters, write-ups from various authors, etc.
  • Review existing proposal content, project work plans and other relevant sources of information to extract relevant content. 
  • Perform compliance checks on all submittal documents. 
  • Organize Team Reviews on behalf of the project team. (i.e. Red Team / Gold Team Reviews) 
  • Work with graphics designers to develop JV logos, binder, and tab designs etc.
  • Ensure binders, USBs, tabs, covers and other required materials are ordered and available for final assembly of the proposal.
  • Manage client’s data and input in “SharePoint” sites (input from client, and all bid partners).
  • Attend pre-bid meetings and post-bid debrief meetings. Summarize results & lessons learned, report back to the project team. 
  • Print, bind and deliver final bid submissions if required.
  • This position operates in a deadline driven environment.
  • Time allocation for this position is approximately 70% reading/writing/editing/formatting and 30% organizational related activities.
  • Working both remotely and in person as required to fulfill duties and responsibilities.
  • Some travel across Canada and/or USA may be required.


Required Knowledge and Experience

  • Strong verbal and written communication in both French and English - Required.
  • High degree of organizational skills – Required.
  • Advanced skills in Word – Strong advantage.
  • Skills in Excel, Visio, InDesign - Advantage.
  • Experience or background with Civil, Structural, related technical discipline, or relevant construction experience is a benefit.
