What is the Opportunity?
We are a trusted provider of end-to-end integrated Urban Transportation Solutions. From Light Rail Transit (LRT) to subways and commuter rail systems, Aecon’s expansive resources for planning, engineering, procuring, building and commissioning large-scale infrastructure projects means we can handle all aspects of a transit project, from conception through operation.
The Project Controls Director will lead all aspects of project controls for a major rail infrastructure project in Quebec. This senior role is responsible for ensuring compliance with Aecon’s Project Controls standards, establishing integrated systems, and driving performance across cost, schedule, risk, and change management. The Director will oversee a team of specialists and work closely with project leadership to ensure accurate forecasting, timely reporting, and proactive risk mitigation. Candidates must be local to Quebec City or willing to relocate.
What You Will Do Here:
- Ensure project compliance with Aecon’s Project Controls standards and contractual requirements.
- Establish and maintain integrated Project Controls systems; oversee cost and schedule baseline development.
- Lead meetings to communicate project performance status to the wider team.
- Manage and mentor a team of Project Controls professionals in planning, scheduling, cost control, change management, and risk management.
- Support Project Managers in tracking overall project health; maintain communication plans for timely information flow.
- Drive continuous improvement of Aecon’s Project Controls policies and guidelines.
- Oversee analysis and reporting of key performance metrics (CPI, SPI, commodity tracking); recommend corrective actions and alert on adverse trends.
- Implement and maintain Earned Value Management plans to measure performance and forecast accurately.
- Develop project-specific Project Controls plans, including processes and procedures.
- Lead development and implementation of change management and risk management plans.
- Support Commercial and Procurement teams in claims assessment, negotiations, and dispute resolution.
- Provide commercial and technical expertise for proposals and contractual requirements.
- Ensure adherence to contract conditions for project setup, monitoring, and close-out.
- Build strong partnerships with client counterparts and joint venture stakeholders.
- Provide feedback and guidance for team goal setting, career development, and training opportunities.
- Conduct annual performance reviews and implement improvement plans as needed.
What You Bring to the Team:
- Bachelors degree in Engineering, or equivalent.
- 20+ years of construction industry experience, including at least 7 years in Project Controls on large-scale projects (heavy civil, infrastructure, industrial) as a Manager or Director.
- Strong knowledge of planning, scheduling, financial analysis, budgeting, forecasting, estimating, and cost control.
- Expertise in Earned Value Management principles.
- Strong proficiency in Project Controls tools, including: Primavera P6 (mandatory), SAP, Ineight, advanced Excel, Power BI.
- Experience across all project phases: engineering, procurement, construction, and commissioning.
- Bilingual in French and English is required.
- Must be local to Quebec City or willing to relocate.
- Ability to produce, read, and modify schedules and related reports.
- Excellent analytical, communication, and interpersonal skills.
