Fraser Crossing Partners, selected by the Province of British Columbia to design, build and partially finance the project, is a 50/50 joint venture between Aecon and Acciona. The new four-lane cable-stayed bridge over the Fraser River will provide network connections to New Westminster and Surrey, feature a centre safety median barrier and wider lanes to accommodate both passenger and commercial vehicles, and have dedicated walking and cycling lanes. The project also includes the construction of connecting roadways on the north and south sides of the bridge, grade separations on Highway 17, and the removal of the existing bridge once the new bridge is complete.

 

The Environmental Compliance Lead will be directly reporting to the Environmental Manager and will be responsible for planning and developing Environmental Work Plans and Standard Operating Procedures for construction works, and ensuring construction activities are carried out in accordance with the plans. Working and coordinating with qualified environmental specialists conducting sampling, surveys and monitoring. They will also be responsible for ensuring implementation of the procedures outlined in the Project Fish and Fish Habitat Monitoring and Mitigation Plan (FFHMMP) and the Construction Environmental Management Plan (CEMP) to confirm works are being conducted in compliance with environmental permits and approvals. 

 

What You’ll Do Here:

  • Work closely with the Environmental Manager to further develop a compliance management plan based on planned construction works and need to develop Environmental Work Plans (EWPs) and Standard Operating Procedures (SOPs).
  • Provide senior field compliance support for complex/high-risk works.
  • Lead environmental monitoring activities for compliance with federal and provincial environmental regulations, environmental management plans for the project and the Project Agreement.
  • Conduct weekly internal audits of the project sites and follow-up/work with Environmental Monitors (EMs) to complete / close out corrective actions from issues identified.
  • Bi-weekly review of the 4-week look ahead construction schedule, then developing a compliance plan and audit schedule in alignment with the Environmental Monitor task allocation plan based on works occurring, to be communicated to the Environmental Manager.
  • Ensuring on-site construction staff are aware of general site, and project-specific mitigation measures associated with the Project.
  • Collaborate with construction personnel to manage and address environmental issues and follow-up on corrective actions from non-compliances raised internally and externally, in a practical manner. Work with team members, including subcontractors, to ensure compliance with contractual and regulatory requirements.
  • Ensuring construction activities are carried out in accordance with activity-specific EWPs and procedures in and above the requirements described in the FFHMMP and the CEMP.
  • Determine the effectiveness of environmental mitigation measures and best management practices installed or implemented by construction.
  • Review Daily and Weekly environmental management reports for submission to regulatory bodies.
  • Review and approve biological survey requests prior to construction.
  • Ensuring EMs are reporting instances of environmental non-compliance and negligence to the environmental management team.
  • Attend project meetings as required.
  • Liaise with Environmental Manager and regulatory inspectors as required.
  • Review daily reports and inspection forms.
  • Other duties as required.

 

What You Bring to the Team:

  • A Qualified Environmental Professional (QEP) designation is required. Individual must be registered with a regulatory body in BC governed by the Professional Governance Act, such as professional biologist; registered biology technologist; applied technologist; agrologist.
  • B.Sc. in Environmental Science or equivalent academic background.
  • 7+ years’ experience on projects of similar size/scope, preferably in the construction sector.
  • Experience in writing environmental workplans and procedures.
  • Demonstrated environmental monitoring experience.
  • Effective communication skills.
  • Strong data organization and technical reporting skills.
  • Strong analytical and problem-solving skills.
  • Strong communication and interpersonal skills.
  • Ability to manage time with multiple tasks and priorities.
  • Ability to work outside in various weather and terrain conditions.
  • Proficiency with computer programs for managing and communicating environmental data.
  • Ability to work in a team environment.
  • Valid BC driver’s license.
