Reporting functionally to the Director, Quality and Matrixed to the Project Director the Project Quality Manager is responsible for implementation of the project and/or site quality program/plan and applicable corporate quality procedures, along with development and implementation of site or project specific procedures for an assigned project. The Project Quality Manager is also responsible for ensuring first-time quality and that the associated documentation and records for fabricated or installed items, meet Code, jurisdictional, customer and internal requirements.
What You'll Do Here
- Manage quality activities on a project and/or site, communicating with engineering, project management, procurement and fabrication/construction, and other project personnel to ensure QA goals and objectives are met.
- Review contract and design specifications to develop project/Site Quality Plans to cover all customer, Code, jurisdictional and regulatory requirements to a level of detail necessary to assure compliance with the Company Quality Assurance Program.
- Prepare project/site quality-related procedures to meet Code, jurisdictional, customer and internal requirements. May also be assigned to support corporate quality activities, such as procedure development, audit performance, M&TE program management, on an as-needed basis.
- Ensure quality activities regarding fabrication and installation are planned and controlled.
- Supervision of all Quality Assurance and Quality Control personnel assigned to the project and/or site.
- External stakeholder interface may involve: meeting with customers, suppliers, jurisdictional authorities, regulatory agency personnel, Internal interfaces will include unionized supervisors and trades craft of various disciplines, Senior Management, Project Management and project support staff.
- Provides Project specific training to quality personnel assigned to the project.
- Liaise with customers, regulatory authorities, subcontractors and/or internal departments on matters related to quality on the project and/or site.
- Represents the project/site during quality audits conducted by the customer, regulatory agencies and internal audits.
- Identifies quality problems, initiates non-conformance reports or corrective action requests and verifies implementation of dispositions.
- Provides work assignments to project/site quality personnel and prepares reports on the effectiveness of the project quality assurance program.
- Assists in ensuring satisfactory performance regarding the Aecon Nuclear Objectives.
- Supports constructability evaluations during the project design phase and provides support to discipline work planners/field engineers (piping, component, structural, etc.) with the development and Quality review of their respective construction work packages and associated documentation.
- Travel to suppliers and vendors for support of Quality program activities, assisting vendors in Quality related fabrication and technical issues, Quality personnel qualification, and documentation requirements
- Facilitates availability of Quality documentation and technical support to the Project Manager and Superintendents for execution of field quality related activities.
- Assures project quality staff are trained, qualified and certified in accordance with company and project specific requirements
- May supportweld test oversight in the weld test shop for welders and welding operator performance qualification testing and to provide control and oversight of the weld material issue program.
- Implements and supports the project Quality documentation database and issues periodic project Quality status reports.
- Also, may be assigned to perform other Quality related functions, such as material inventory control activities, material receipt inspections, review of procurement purchase orders and similar activities as needed to support the resource needs/schedule of the assigned project
What You Bring To The Team
- A 4Y technical degree from an accredited university in a Quality or Engineering related field with a minimum of 5Y experience in the nuclear power generation or federal nuclear industry. Alternatively, a two-year associates’ degree from an accredited college in NDE, Welding, Fabrication, Construction Management, Engineering, or other applicable technology program and 10 years’ experience in a Quality related position within the nuclear industry, OR 15+ years of experience in construction or nuclear industry related to Quality Control., Quality Assurance or NDE with at least 5 of those years performing in a Quality function in power plant, shipbuilding, or industrial process construction, maintenance, component repair & replacement, applied research and development, and/or manufacturing.
- Previous role managing a Quality program and/or Quality personnel for 1 year or more.
- Excellent communication and organizational skills.
- Computer literate in MS Office, Access, Word, Excel, PowerPoint etc.
- Verifiable xperience planning and performing Quality Control Inspections (mechanical, civil/structural, material receipt and welding inspection disciplines) & NDE (availability of previous inspection and/or NDE qualification records for review is desired)
- A high level of understanding and previous experience utilizing the following codes and standards:
- 10 CFR50 Appendix B and 10CFR Part 21
- AWS D1.1 and ASME BPVC Section IX
- ASME B31.1, ASME BPVC Section VIII
- ASME NQA-1
- Previous working experience with 10CFR50 Appendix B and 10CFR Part 21 would be an asset.
- ASME NQA-1 Nuclear Lead Auditor Certification would be an asset.
- Familiarity with postweld heat treatment processes and procedures and nondestructive examination processes and procedures.
- Physical demands include:
- Prolonged periods of standing and walking
- Project Site Trailer Environment
- May be required to enter awkward locations to perform verification activities.
- Office Environment
- Due to the nature of work conducted by Aecon, mandated nuclear export controls requirements must be met for employment.
- Must be able to secure unescorted access authorization to plant site.
- Must be able to physically perform the job duties, walking, climbing stairs/ladders, wear fall protection, climb scaffold, enter confined spaces, see and hear within legal limits, lift up to 25 lbs., properly wear all assigned PPE
- Must be able to effectively utilize all computer software required for the position, including quality management software for quality documentation purposes (NCRs, CRs, etc.)
