What Is The Opportunity?

Scarborough Transit Connect (STC) is awarded the design and works of the Scarborough Subway Extension project. The Scarborough Subway Extension will bring the TTC’s Line 2 subway service nearly eight kilometers farther into Scarborough. It will extend from Kennedy Station to Sheppard Avenue and McCowan Road, providing quick and seamless transit for those heading into and out of the downtown core and those travelling within Scarborough. The extension will replace Line 3 (the Scarborough RT), helping to reduce travel times and improve access to jobs, schools and other key destinations throughout the city. 

 

As part of the Scarborough Transit Connect project based in Scarborough, Aecon is looking for a qualified Procurement Lead to join our team.  

 

What You'll Do Here:

People 

  • Plan and implement the assignment of qualified personnel to ensure support of business projections and project needs, in collaboration with the business line management.

  • Ensure personnel within the Procurement function has adequate education and are properly trained, evaluated, and motivated.

  • Provide long term career advice and coordinates stretch assignments and learning opportunities for the Procurement team in collaboration with the business line management.

  • Evaluate the skill levels, learning & development needs, career potential, and succession plans for the Procurement team looking across all business lines.

  • Interface with the Functional leaders of the Project Controls and Commercial Management functions closely for integration of people and process.

  • Develop function Organization Chart for Project in execution phase, in collaboration with business line management and zippering with Integrated Project Delivery Team (IPDT) Organization Chart.

  • Direct and effectively manage the procurement team in all aspects.

Process 

  • Develop and maintains effective core processes for the Procurement functional group for all phases of the PDB Project – Development and Implementation phases, including: 

  • Procurement strategy, initiation, and execution.

  • Procurement Plan.

  • RACI matrix for the Procurement discipline.

  • Expedite and materials management.

  • Light and heavy equipment fleet management across the enterprise.

  • Evaluate the effectiveness of core procurement processes during project term.

  • Report status of procurement activities (Dashboards, etc..).

  • Monitor and participates in industry sessions to improve core processes and assure their alignment with industry best practices/standards.

  • Embed lessons learned into core processes to ensure enterprise-wide learning.

Performance 

  • Effectively drive and implement procurement strategies, plans and processes developed for the procurement discipline in collaboration with the construction teams and other functional areas (technical, quality, etc.).

  • Perform periodic reviews of project/program implementation of core procurement processes.

  • Perform reviews of challenges relating to the Procurement function at the request of business line/project managers and recommends solutions.

  • Support projects/programs during times of change by assisting in updating, reviewing, and accepting revised Project Execution Plans.

  • Provide procurement subject matter expertise to projects/programs as required.

  • Assist with project/program team performance issues.

  • Improve project execution capability by staying current with industry trends and new innovations/technologies, and implements across Aecon as appropriate.

  • Any other tasks associated with the role as they might be adjusted during the evolution of the project.

  • Drive an inclusive culture to promote equity, welcome different perspectives, and enable career progression by fostering a sense of belonging.  

 

Experience You'll Bring: 

  • Bachelor’s degree in business or related discipline.

  • 15+ years’ experience leading a progressive procurement function in a major project-based construction environment. 

  • Experience in construction is preferred, with a focus on transit projects.

  • Proven success driving a top-tier strategic procurement philosophy within an organization.

  • Experience with and understanding of implementation complexities within a large, diverse operating structure.

  • Experience with working in a matrixed environment and engaging/obtaining buy-in.

  • Knowledge in current and emerging industry and market trends, company services, customers and partners, competitors, and stakeholders.

  • Be a champion of inclusion and diversity.
