Position Title:  Communications Specialist (Proposals)

Key Responsibilities 

  • Support Corporate Affairs department on a broad range of communications and stakeholder engagement initiatives on our large-scale infrastructure projects.  
  • Assist with the collection, organization and analysis of communications and stakeholder engagement best practices and lessons learned.
  • Review and analyze infrastructure project schedules to identify communications and stakeholder engagement responsibilities. 
  • Track, analyze, and estimate communications budgets and resource requirements for major project pursuits.
  • Prepare requests for information and participate in communications topic meetings with clients and joint venture partners for major project pursuits.
  • Complete bid compliance reviews for communications and stakeholder engagement responsibilities.
  • Draft communications and stakeholder engagement content for major project proposals.
  • Participate in proposal review and debrief meetings with internal and joint venture teams. 
  • Draft, format and edit resumes and organizational charts for communications teams.
  • Travel to project sites, joint venture proposal meetings, or other locations as required. 
  • Manage document control on SharePoint database or other document management systems.
  • Assist with project communications meetings, develop presentations, and take meeting notes.
  • Track and report on Key Performance Indicators (KPIs), and other team objectives.


Required Knowledge and Experience 

  • University degree paired with a communications post-graduate certificate, or a diploma in communications/public relations.
  • Minimum three to five years of experience in the communications, stakeholder engagement or proposal development fields.
  • Experience or working knowledge in the construction, transportation, transit, energy, utilities, or infrastructure sectors.
  • Exceptional written/oral communications skills and attention to detail. 
  • Highly organized with demonstrated ability to plan and execute multiple priorities with tight deadlines.
  • Self-starter with the ability to work individually or within a team environment and be receptive to direction.
  • Thorough grasp of the Microsoft Office suite of products (PowerPoint, Excel, Word), SharePoint and Adobe.
