What is the Opportunity?
Aecon Civil is a recognized leader in the market, backed by strong self‑perform capabilities and deep local expertise. We play a key role in building and enhancing infrastructure across Canada, the U.S., and an expanding international footprint improving everyday life through the roads, bridges, tunnels, and transit systems that connect communities. With more than a century of experience and a full suite of integrated services, Aecon is a trusted partner for delivering complex civil projects, including tunnels, transit expansions, airports, ports, highways, and large‑scale site development.
The project is a landmark heavy civil infrastructure project in Ontario's Kawartha Lakes and Barrie regions. As a key part of the Arctic Over the Horizon Radar Program, the project includes significant on-site and off-site material movement activities, extensive earthworks, deep and shallow foundation construction, structural concrete works, and the delivery of multiple buildings and supporting infrastructure.
As part of this project, Aecon's Civil team is advancing nation-building infrastructure through a strategic partnership with Pomerleau and Stantec. Delivered through a collaborative Integrated Project Delivery model, an Aecon-led joint venture is responsible for project delivery.
Purpose of the Position:
Reporting to the Sr. Vice President, Major Projects, the Integrated Project Delivery Director will be responsible for the successful delivery of a large, complex infrastructure project through an integrated delivery model. https://www.canada.ca/en/department-national-defence/services/operations/allies-partners/norad/aothr.html
This is an exciting opportunity to take ownership of a high-profile project from early planning through completion while leading large, multidisciplinary construction teams and delivering lasting infrastructure that will make a meaningful impact for future generations.
Key Responsibilities:
Project Management
- Provide overall leadership and accountability for project performance.
- Establish the execution strategy, governance, organizational structure and decision-making framework.
- Oversee mobilization, design, procurement, construction, commissioning and closeout.
- Maintain an integrated project plan covering scope, cost, schedule, risk, quality and resources.
- Identify performance issues early and ensure effective recovery plans are implemented.
Project Delivery
- Align the client, designers, constructors, partners and suppliers around shared project objectives.
- Promote collaboration, transparency and collective accountability.
- Prevent organizational and functional silos.
- Balance best-for-project outcomes with Aecon’s commercial and contractual interests.
- Lead joint decision-making and resolve competing priorities.
Commercial and Financial Management
- Maintain accountability for profitability, forecasting, cash flow, working capital and contingency.
- Oversee target cost, open-book reporting and shared commercial arrangements, where applicable.
- Maintain strong commercial controls and protect Aecon’s interests.
- Ensure effective management of changes, disputes and commercial risks.
Stakeholder Management
- Serve as Aecon’s senior project representative.
- Build trusted relationships with the client, partners, government agencies and key stakeholders.
- Represent Aecon in executive governance forums and negotiations.
- Act as the escalation point for major operational, commercial and relationship matter.
People Management
- Build and lead a high-performing integrated leadership team.
- Establish clear roles, accountabilities and decision rights.
- Oversee workforce planning, mobilization, succession and leadership development.
- Promote an open, inclusive, collaborative and accountable culture.
- Address leadership, capability and behavioral issues affecting project performance.
Safety, Quality and Risk:
- Champion a strong safety and quality culture.
- Ensure compliance with contractual, legal, environmental and assurance requirements.
- Promote continuous improvement and lessons learned.
- Oversee project risks, opportunities, audits and corrective actions.
Executive Responsibility
- Aecon ambassador to employees, the client, partners the public and Aecon executive leadership.
Project Development
- Support priority pursuits, bid teams, proposal reviews, constructability assessments, and execution planning.
- Provide operational insight to strengthen proposals and project transition from pursuit through delivery.
Required Knowledge and Experience:
- 20 years of progressive leadership experience in construction or major infrastructure projects
- Proven success leading complex projects and programs valued at $1B+, with accountability for safety, schedule, cost, quality, and commercial outcomes.
- Extensive experience in Alliance, Integrated Project Delivery (IPD), Joint Venture, Design-Build, and Public-Private Partnership (P3) environments.
- Deep expertise in commercial strategy, project financing, contract management, project controls, and risk management.
- Demonstrated ability to integrate and align design, procurement, construction, commissioning, and operations to achieve project objectives.
- Proven leadership of large multidisciplinary teams and integrated organizations of 200+ personnel across multiple partners and stakeholders.
- Strong executive presence with exceptional communication, negotiation, governance, and stakeholder management skills, including experience working with senior executives, boards, owners, and public agencies.
