Position Overview
Aecon Concessions and Deutsche Bahn International Operations have formed a partnership to operate and maintain the Regional Express Rail (RER) network in the Greater Hamilton and Toronto Area (GHTA), Canada.

The partnership will be called ONxpress Operations Inc and the combined experience and capability of the ONxpress partnership enable us to bring the international experience of designing, constructing, and operating rapid transit solutions in high-density population and urbanization locations.

ONxpress Operations Inc is looking for an Environmental Compliance Officer, who shall, under the direction of the Environmental Senior Manager(s), be responsible for monitoring and managing the implementation of the Environmental Aspects of the Operations and Maintenance Services and the Vehicle Supply Services on a daily basis to confirm compliance with:

  • the commitments of the Environmental Reference Documents;
  • environmental Permits, Licenses and Approvals;
  • all plans, reports, and additional Environmental Reports required for the project; and
  • managing all compliance related issues associated with the Project on a day-to-day basis.


Key Responsibilities


  • Ensure compliance with all project requirements including the project agreement, environmental assessment, permits, licenses, approvals and applicable environmental laws and regulations
  • Performs field inspections, surveys and walk downs of environment related activities to assure field activities, conditions and results correspond with the environmental controls implemented
  • Prepare reports summarizing environmental issues and deficiencies and associated corrective and preventative measures
  • Liaise with the environmental team and operations and maintenance teams and attend meetings to provide updates to the client
  • Identify and report on environmental issues and concerns to the Environmental Senior Manager and recommend appropriate corrective actions
  • Identify opportunities for continual improvement within the context of project execution and works with the Environmental Senior Manager to develop and implement proactive strategies
  • Responsible for the implementation of a variety of environmental checklists and reports as per contractual requirement


Required Knowledge and Experience

  • Diploma or a Bachelor or advanced degree from a recognized post-secondary institution in an environmental related discipline (ecology/biology/environmental science)
  • A minimum of five years of experience conducting environmental inspections, monitoring and compliance
  • Experience with similar projects in Ontario
  • Experience in environmental monitoring, oversight, and/or reporting
  • Experience applying methods, approaches, and best management practices related to environmental inspections, including experience with the MTO Construction Administration and Inspection Task Manual, dated April 2005, and as amended from time to time
  • Experience with Ontario’s Transit Project Assessment Process, GO Transit Class EA Document, and Environmental Assessment Act (Ontario)
  • Experience with relevant federal and Ontario environmental policies, procedures and legislation
  • Excellent interpersonal skills

  • Perform effectively in a fast-paced, start-up environment – comfortable to act with uncertainty and able to quickly and effectively create new systems, policies and procedures with limited resources for quality and timely implementation
