Position Overview

Aecon Concessions and Deutsche Bahn International Operations have formed a partnership to operate and maintain the Regional Express Rail (RER) network in the Greater Hamilton and Toronto Area (GHTA), Canada.
 

The partnership will be called ONxpress Operations Inc and the combined experience and capability of the ONxpress partnership enable us to bring the international experience of designing, constructing, and operating rapid transit solutions in high-density population and urbanization locations.
 

ONxpress Operations Inc is looking for a Head of Health, Safety, Quality and Environment, who will position HSQE as an integral part of the organization's strategy and overall business goals on this rail network transformation project in Toronto. You will provide leadership and ensure effective processing of operational HSQE activities for ONxpess. 

Key Responsibilities

  • Responsible for day-to-day oversight of safety, environmental and quality reporting and investigation processes.
  • Validating processes are completed in compliance with the SMS, EMS and QMS
  • Handle HSQR issues as they arise
  • Oversee development, implementation, monitoring and controlling of HSQE programs.
  • People leadership - Lead and align a team of HSQE members by focusing the teams’ activities and holding each individual accountable for results.  Ensure HSQE activities are effective and results focused
  • Implement HSQE strategies consistent with business goals
  • Ensures all employees show their commitment to safety, quality and environmental in accordance with the policies through day-to-day decision making, promotion of the Management Systems and advancement of an effective safety, environmental and quality culture
  • Establish roles and responsibilities of those personnel assigned duties within the SMS (Safety Management System), EMS (Environmental Management System) and QMS (Quality Management System)
  • Establish and maintain a reporting system to ensure the timely collection of information related to hazards, incidents and accidents that may adversely affect safety
  • Identify hazards and ensure risk management analyses of those hazards is conducted
  • Investigate, analyze the cause or probable cause of all hazards, incidents and accidents identified under the SMS, EMS and QMS
  • Establish and maintain a safety data system to monitor and analyze trends in hazards, incidents and accidents
  • Review a summary of all completed investigations, monitor and evaluate the results of corrective actions with respect to hazards, incidents
  • Report to the Chief Safety Officer all safety concerns identified as a result of an audit of SMS
  • Monitor the concerns of the railway industry in respect of safety and their perceived effect on railway operations
  • Facilitate the revision of the SMS, EMS and QMS to ensure regulatory compliance
  • Develop and implement SMS, EMS and QMS training and monitor for effectiveness
  • Allocate resources necessary for the development and maintenance of the SMS, EMS and QMS and associated audit activities
  • Advise all stakeholders on safety, environmental and quality performance
  • Ensure the Safety Performance Analysis Reports, status of Corrective Action Plans, Internal and External Audit Reports and Internal Monitoring activities are performed properly
  • Notify relevant stakeholder and departments of immediate safety‐related matters
  • Initiate Rail Services SMS, EMS and QMS Manual revisions, review suggestions and/or revisions to this manual for validation and appropriate action
  • Provide direction and carry out duties as required by SMS, EMS and QMS procedures
  • Oversee annual budget and ensure cost effectiveness within the given budget
  • Establish a highly motivated and educated HSQE team
  • Provide leadership to the team and coach, mentor and develop direct reports and manage a high performing team that delivers continuous improvement, added value and cost reductions
  • Responsible for the supervision of external service providers
  • Establish best practices in accordance with regulation and industry trends
  • Perform other duties as required

 

Required Knowledge and Experience

  • Completion of a diploma or degree in Engineering, Business Administration, Transportation, or related field – or a combination of education, training and experience deemed equivalent
  • Relevant health and safety qualifications – CRSP or CHSC preferred;
  • Professional Engineering (P.Eng.) qualification or the ability to attain this status is considered an asset
  • 10+ years of industrial experience in a railway operations and maintenance environment
  • 10+ years of supervisory or management experience
  • Direct experience and demonstrated use of risk assessment methods and root cause analysis methods
  • Direct experience in maintaining and auditing safety, quality and environment management systems
  • Strong interpersonal skills with a proven track record in mobilizing a successful team; ability to coordinate the efforts of others to accomplish objectives
  • Knowledge and demonstrated application of relevant regulatory requirements
  • Knowledge of the interpretation and application of the Occupational Health & Safety Act and construction site and safety coordination best practices, procedures, processes, and related legislation and regulations of complex infrastructure projects
  • Perform effectively in a fast-paced, start-up environment – comfortable to act with uncertainty and able to create new systems, policies and procedures with limited resources and a need to a quick yet high quality implementation
  • Quick response attitude
  • Strong attention to detail and the ability to multi-task in a fast paced environment
  • Excellent written and oral communication skills
  • Ability to work under pressure and meet challenging deadlines
  • Affinity with technical and commercial terms for contract management
  • Strong interpersonal skill and able to interact at all levels of the organization

  • Proficient in MS Office applications
  • Fluency in English.
