Position Overview:
We are dedicated to inspiring a learning culture that promotes high performance and career growth, and therefore require creative, engaging learning programs with sustained impact for the business. The successful individual will initially scope the learning streams required by the GO Rail Expansion (RER) project and subsequently recommend the team resourcing required to deliver. Success will be through  partnering with project leadership to identify gaps and create solutions that enable meaningful operational results.


You as the Manager, Learning will:

  • Partner with project leadership using a consultative approach to clarify needs, prioritize requests, and ensure engagement across varied audiences.
  • Evaluate team resourcing needs and recommend team structure to support project learning deliverables.
  • Oversee planning, delivery, and evaluation for all RER training.
  • Maintain and enhance an inclusive, continuous improvement approach to program design and revisions.
  • Engage and consult with vendors and partners to negotiate and contract services and products.


You bring:

  • Learning Practitioner - Demonstrated experience in design and development techniques, evaluation strategies, and process improvement. Able to simplify complex concepts for organizational understanding.
  • Project Management - Capable to project manage multiple training initiatives as well as coach on those best practices.
  • Change Leadership – Able to execute and coach others on assessing a change, determining stakeholder needs and intended outcomes, and developing plans towards new or improved capabilities.
  • Learning Team Management - Experienced managing within a matrix organization, and demonstrated success assigning activities, coaching, and career development.
  • Technical proficiency in Microsoft PowerPoint, Excel and Word, virtual delivery tools, e.g. Microsoft Teams and Articulate Storyline.
  • Experience in the construction, rail or a related industry is an asset.
