Manager, Technical Services O&M

Position Overview

Our Concessions segment activities include the development, financing, design, building, and operation of construction projects. We do this by way of public-private partnership contract structures, as well as by integrating the services of all project participants and harnessing the many strengths and capabilities of Aecon. The industry-leading Concessions segment focuses primarily on the development of domestic and international P3 projects, private finance solutions, investment and management services, operations and maintenance, and leading/actively participating in development teams.


Reporting to the VP, Technical Services/O&M, the Manager, Technical Services O&M will lead and advise best practises in support of the Operations and Maintenance team. 


Key Responsibilities

  • Lead strategic and functional initiatives for the operations, maintenance and rehabilitation scope.
  • Managing and supporting the client relationship, including providing required reporting. 
  • Participate in the development, (the construction) and the operation phase of various P3 infrastructure projects in Canada.
  • Assist with formulation of bid strategy for identified and selected projects regarding operations and maintenance.
  • Develop maintenance and rehabilitation strategy and budgets for the operational and maintenance for fixed infrastructure and moveable assets.
  • Develop and optimize resource and asset management plans to deliver fixed infrastructure and moveable assets maintenance in accordance with performance requirements of the Project Agreement. 
  • Participate in design reviews.
  • Provide maintenance commentary on proposed designs, manage interface risks and achieve an optimal design solution.
  • Active member of/lead of the operational and maintenance working group.
  • Interface with the Lender’s Technical Advisor.
  • Preparation of technical bid documents. 
  • Review and provide input to Project Agreements as they relate to operations and maintenance. 
  • Be active part of drop down agreements with operational sub-contractors (in case of sub-contracting) 
  • Manage fixed infrastructure maintenance activities and priorities for Projects during execution phase.
  • Responsibility for fixed infrastructure operational and maintenance budget and related Key Performance Indicators (KPIs) for Projects during execution phase.


Required Knowledge and Experience

  • Bachelor’s degree in Business Management, Engineering, or related discipline.
  • A minimum of ten (10) years of relevant management experience in an operations & maintenance and/or service-delivery role in a P3 environment.
  • Experience managing teams of maintenance personnel.
  • Demonstrated ability to manage budgets and performance through KPIs.
  • Knowledge of maintenance principles and practices and an ability to apply such knowledge of P3 infrastructure operations and maintenance.
  • Experience in establishing and implementation of O&M policies and practices.
  • Experience in starting up a new maintenance operation is considered an asset.
  • Knowledge of rail industry legislation and safety case obligations is considered an asset.
  • Experience managing major subcontractors is considered an asset.
  • Demonstrated strong leadership, interpersonal, and analytical skills to identify, evaluate, and resolve complex management and operations-related issues in a proactive manner, including implementing process improvement techniques, and conflict management.
  • Ability to develop and maintain responsive, goal-oriented, effective work teams and positive working relationships with all levels of management.
  • Operates independently while develop and maintain strong working relationships with co-workers and cross-functional teams and the customer.
  • Ability to communicate clearly and effectively in oral and written form. Ability to facilitate meetings, speak to individuals or groups, and present information in a clear and logical manner.
