Position Overview
Aecon Concessions and Deutsche Bahn International Operations have formed a partnership to operate and maintain the Regional Express Rail (RER) network in the Greater Hamilton and Toronto Area (GHTA), Canada.

The partnership will be called ONxpress Operations Inc and the combined experience and capability of the ONxpress partnership enable us to bring the international experience of designing, constructing, and operating rapid transit solutions in high-density population and urbanization locations.

ONxpress Operations Inc is looking for an Occupational & Operational Safety Manager, who will ensure the effective and efficient operation of Occupational & Operational Safety issues, day to day oversight of safety reporting, investigation processes and validating processes are completed in compliance with the Safety Management System (SMS). 


Key Responsibilities

  • Ensure collaboration with other entities in the group to ensure seamless interaction through all relevant Occupational & Operational Safety related matters 
  • Provide leadership and ensure effective processing of Occupational & Operational Safety activities  
  • Oversee market developments and derive needs for adaptation  
  • Provide professional expertise to a highly motivated Occupational & Operational Safety team
  • Provide leadership to the team and coach, mentor and develop direct reports and manage a high performing team that delivers continuous improvement, added value and cost reductions 
  • Review and advise the HSQE Head of Safety and all other department heads and senior management on immediate or emerging safety‐related matters
  • Prepare annual SMS Reports outlining the conclusions of monitoring activities and communicating to all relevant parties
  • Review completed safety related Occurrence Reporting Forms and submitting to the respective recipient
  • Review emerging trends, assess circumstances and make determination for investigative requirements
  • Oversee, evaluate and manage the SMS audit program to ensure effective implementation of the SMS
  • Monitor for repeated audit findings and escalating to the HSQE Director and the respective senior management for review and direction
  • Ensure all employees are committed to Occupational & Operational safety
  • Demonstrate importance of the Occupational & Operational safety through day to day decision-making, promotion of the SMS and an effective safety culture
  • Review all internal SMS investigations to assure completeness against specified criteria
  • Distribute all completed investigations with a summary of findings and corrective actions to be implemented to the HSQE Director
  • Consult and collaborate with senior-level stakeholders across the entire organization and contracting authority to identify business needs, innovations and to optimize processes
  • Schedule and facilitate respective Committee meetings
  • Schedule and facilitate periodic reviews
  • Liaise with regulatory authorities and monitor regulations and proposed changes to regulations with impact to the SMS
  • Provide direction and carry out duties as required by SMS procedures


Required Knowledge and Experience

  • Bachelor’s degree in Health, Science, Economics, Engineering or related field – or a combination of education, training and experience deemed equivalent
  • Able to obtain qualifications in Canadian Rail Operating Rules (CROR)
  • 5+ years experience in Health and Safety and Operational Safety environment, ideally in the railway industry
  • Labor relations experience (within a unionized environment) is an asset.
  • Experienced in dealing with Collective Agreement would be a plus.
  • Experienced in working in large, complex projects
  • Experienced in brownfield or greenfield projects
