Position Overview

Aecon Concessions and Deutsche Bahn International Operations have formed a partnership to operate and maintain the Regional Express Rail (RER) network in the Greater Hamilton and Toronto Area (GHTA), Canada.
 

The partnership will be called ONxpress Operations Inc and the combined experience and capability of the ONxpress partnership enable us to bring the international experience of designing, constructing, and operating rapid transit solutions in high-density population and urbanization locations.
 

ONxpress Operations Inc is looking for a Risk and Compliance Manager, who will ensure effective and efficient operation of the risk and compliance organization, conduct Risk Assessments in line with the requirements of the Safety Management System (SMS), including subsequent processes and procedures, and ensure collaboration with other entities in the group to ensure seamless interaction through all relevant risk and compliance related matters.

 

Key Responsibilities

  • Provide leadership and ensures effective processing of operational risk and compliance activities
  • Oversee market developments and derive needs for adaptation
  • First contact for safety compliance issues
  • Lead and conduct Risk Assessments and assess their outcomes
  • Lead Risk Management Model (RM3) related activities including audit coordination
  • Monitor KPIs
  • Advise with your expertise a highly motivated risk and compliance team
  • Provide leadership to the team and coach, mentor and develop direct reports and manage a high performing team that delivers continuous improvement, added value and cost reductions 
  • Develop risk and compliance policies and ensure effective policy implementation and compliance to safety requirements
  • Establish regular and ad hoc risk and compliance reporting processes
  • Support in continuous improvement
  • Ensure reliable, effective collaboration with all stakeholders
  • Establish best practices in accordance with regulation and industry trends
  • Support to carry out inspections or audits by Contracting Authorities 
  • Implement reliable risk and compliance systems
  • Develop risk and compliance policies and ensures effective policy implementation and compliance
  • Handle annual budget and ensure cost effectiveness within the given budget
  • Lead risk and compliance projects as required
  • Perform other duties as required

 

Required Knowledge and Experience

  • Degree in Engineering, Business Administration, Analytics, Statistics or related field – or a combination of education, training and experience deemed equivalent
  • Certified Analytics Professional (CAP) or Canadian Risk Management (CRM) desirable
  • 5+ year experience in safety risk management ideally in the rail industry or related fields
  • Experienced in working in large, complex projects / brownfield or greenfield projects
  • Specialist domain knowledge of CSM-RA or CMREA
  • Knowledge of RM3
  • Perform effectively in a fast-paced, start-up environment – comfortable to act with uncertainty and able to create new systems, policies and procedures with limited resources and a need to a quick yet high quality implementation
  • Open to work in security topics such as security risk assessment
  • Effective oral and written communication skills
  • Strong interpersonal skills and ability to effectively communicate with teams across the entire organization
  • Respectful, appreciative interaction with all stakeholders and team members
  • Excellent leadership and decision-making skills
  • Strong knowledge of Risk and Compliance principles as well as legal regulations
  • Ability to work with a diverse workforce in intercultural environments
  • Strong analytical skills with the ability to work under pressure and meet challenging deadlines
  • Affinity with technical and commercial terms for contract management
  • Fluency in English
