Company & Position Overview

Faster.Smarter.Safer. This is how Aecon Utilities is committed to delivering projects. At Aecon Utilities, we’re committed to delivering infrastructure projects that are not only efficient and innovative but also grounded in safety and sustainability. Our mission is clear: to be the partner of choice in utility construction by driving excellence in everything we do.

As part of Aecon’s Utilities sector, the Aecon Utility Engineer (AUE) team plays a pivotal role in supporting construction through in-house engineering expertise. AUE is dedicated to enhancing project outcomes by integrating value-added quality management assurance programs that meet and exceed client expectations.

We’re looking for passionate professionals who thrive in a collaborative environment and are ready to contribute to impactful projects that shape communities. If you're driven by purpose and want to be part of a team that builds with integrity and innovation, Aecon Utilities is where your career can thrive.

What is the Opportunity?

AUE is seeking a Permitting Review Specialist to ensure telecom and utility infrastructure projects meet regulatory and municipal standards before construction begins. You will lead the review of complex permit packages, coordinate with internal teams and external agencies to resolve issues and maintain high-quality documentation that supports project approvals.

What You'll Do Here

  • Conduct detailed reviews of permit application packages (i.e., Municipal Consent, Utility Attachments, ROW, Traffic Control, Encroachment) for completeness and accuracy.

  • Validate conformance to municipal standards, client specifications, and applicable codes (CSA, TAC/MTO, rail, conservation authority).

  • Ensure design intent aligns with permit drawings and that all required supporting documents are included (i.e., traffic plans, engineering sketches, TMP/MOT, environmental screens).

  • Liaise with municipalities, utility owners, and agencies to clarify comments, resolve deficiencies, and align expectations prior to resubmission.

  • Coordinate design changes with Project Designers, CAD, and Field/GIS teams to resolve conflicts (i.e., pole replacements, depth of cover, utility clashes).

  • Track review outcomes and conditions of approval; ensure conditions are documented and routed to stakeholders before IFC issuance.

  • Maintain standardized checklists and exemplars for each permitting authority; update regularly based on feedback and regulatory changes.

What You Bring to the Team

  • 3+ years of experience in permitting reviews or municipal approvals for utilities, preferably in telecommunications.

  • Working knowledge of permitting processes including Municipal Consent (MC), ROW/ROA occupancy, traffic control, utility attachments/leases, encroachments, and rail/conservation/MTO requirements.

  • Proficiency in reviewing permit drawings and supporting documentation; familiarity with AutoCAD and permit tracking tools.

  • Meticulous attention to detail and strong written communication skills; able to manage multiple submissions across jurisdictions.

  • Proven ability to plan, organize, and execute task objectives in a high-volume, process-driven environment.

  • Demonstrated effective decision-making skills while working independently with minimal supervision.

  • Collaborative problem-solving and stakeholder engagement; committed to Safety Always and continuous improvement.

  • Post-secondary education in Civil Engineering, Urban Planning, Architectural Technology, or a related discipline is considered an asset.

Aecon fosters diversity, inclusion and belonging within and across our organization. We welcome all to apply including, women, visible minorities, Indigenous peoples, persons with disabilities, and persons of any sexual orientation or gender identity.

We are committed to adhering to the objectives and requirements outlined in the Accessible Canada Act (ACA), and to meeting the accessibility needs of persons with disabilities in a timely manner. Through the implementation of the requirements of the ACA and its applicable regulations, appropriate accommodations will be provided upon request throughout the interview and hiring process.
